The purpose of this solicitation is to engage a professional engineering firm to perform design, permitting, assistance with public engagement, bid-phase services, and limited construction-phase services for County's Septic to Sewer Conversion Projects. The County plans to convert the private septic systems to the public sewer collection system in phases. This is an Engineer of Record (EOR) project which includes Preliminary Engineering Design, 30% Design, 60% Design, 90% Design, Final Design, Permitting Assistance, Assistance with Grant Compliance, Public Engagement Assistance, Engineer's Opinion of Probable Construction Cost, Quality Control & Quality Assurance, Bidding Services and Limited Construction Phase Services. Seminole County is planning to convert approximately 877 private septic systems to public sewer in the Wekiva Priority Focus Area in the first phase. The project will include the design of sewer pumping stations to connect the new collection systems to the County's interlocal partners adjacent to project area namely, Sunshine Waters and City of Altamonte Springs WRFs. Scope of Work Question Submission Deadline: January 29, 2024, 5:00pm The County Will Select a Single Consultant in Accordance With the Provisions of the Consultants' Competitive Negotiation Act (Ccna), Section 287.055, Florida Statutes. Authorization for Performance of Professional Services by a Single Consultant Under This Project Will Be in the Form of a Written Work Order Issued by the County. 2.1. Description of Services I. Objective The Purpose of This Solicitation is to Engage a Professional Engineering Firm to Perform Design, Permitting, Assistance With Public Engagement, Bid-phase Services, and Limited Construction-phase Services for County's Septic to Sewer Conversion Projects. The County Plans to Convert the Private Septic Systems to the Public Sewer Collection System in Phases. The Goal is to Achieve Pollutant Loading Reductions Per Basin Management Action Plans (Bmaps) Requirements. Project Continuation Will Depend on Consultant Performance on Each Phase. The County Seeks a Professional Engineering Services Team to Perform the Work and Provide Project Experience and Qualifications for Design and Coordination With Other Professionals. This Experience Should Be Demonstrated in Project History Experience and in the Technical Approach to Be Provided in the Response to This Request for Professional Services. Ii. Background Seminole County (County) Located in Central Florida and is a Mostly Built-out County. The Majority of the County's Sewer is Collected and Treated at the County's Water Reclamation Facilities (Wrf) or at the Interlocal Partners' Wrfs. Some Areas Within the County's Jurisdiction Use Conventional Septic System for Their Sewer Treatment. This System is Suspected to Contribute to the Increased in Pollutant Loading to the Watershed System. Under the Florida Springs and Aquifer Protection Act and the House Bill 1379, the County is Required to Implement Projects to Achieve the Pollutant Load Reductions as Established in the Bmaps. Iii. Scope of Work This is an Engineer of Record (Eor) Project Which Includes Preliminary Engineering Design, 30% Design, 60% Design, 90% Design, Final Design, Permitting Assistance, Assistance With Grant Compliance, Public Engagement Assistance, Engineer's Opinion of Probable Construction Cost, Quality Control & Quality Assurance, Bidding Services and Limited Construction Phase Services. The Project Will Also Include Waterline Replacements and Extensions Within the Project Limits Where Needed. The County Will Evaluate the Eor Performance During Phase 1 of the Project Before Negotiating the Authorization of the Subsequent Phases. The Scope of Services Will Be Negotiated With the Eor and Modified as Needed to Meet the Needs of the County and is Expected to Include the Following: A. Project Management The Consultant Will Be Responsible for General Project Administration, Quality Control and Quality Assurance, Project Coordination, Preparation of Miscellaneous Correspondence, Meeting Agendas and Summaries, Follow-up With Action Items, Maintain Project Documentation and Coordinate Services Provided. Management Shall Include Forecasting and Tracking Budget and Schedule, Submitting Monthly Invoices Along With Updated Schedule and Project Status Report. The Primary Objectives Are to Keep the Project Within Scope, Budget, of High Quality and on Schedule. The Consultant's Responsibilities Include but Are Not Limited to: Maintaining Project Documentation Providing Regular Progress Updates to the County Conducting an Analysis of All the Items Identified Within the Scope of Work and Preparing a Detailed Design. Design & Permitting Providing Engineer's Opinion of Probable Construction Cost Preparing Final Construction Contract Documents for Bidding Hydraulic Modeling for Each New System Assistance With Public Meetings Coordinate With County's Utilities Interlocal Partners (Private and Local Government) Coordinate With Private Property Owners and Tenants if Rental Properties Coordination With Affected Private and Government Agencies Quality Control and Quality Assurance, Project Management, Team Resource Budget and Schedule Control Adherence to All Federal & State Requirements for the State and Local Fiscal Recovery Funds (Slfrf), Wastewater Grants and State Appropriation B. Preliminary Engineering and 30% Design The Consultant Will Prepare a Preliminary Engineering Report Containing Preliminary Engineering Information for Phase 1, That Outlines the Basis for Design and Identifies Pre-design Condition. This Task Will Generate and Evaluate Information Sufficiently for the Consultant to Design the New Sewer Collection System Successfully. The Project May Include Water Distribution System Design for Project Groups That Are on Wells. Preliminary Engineering Will Include Field Work Including Design Survey, Subsurface Utilities Engineering (Sue/soft Dig), as Well as Geotechnical, Wetland and Ecological Investigation, and Meetings. The Consultant May Be Responsible for the Following: Review and Evaluate Available Background Information. Provide Survey of the Project Area as Needed, Including Identifying Easements and/or Plats. Provide Sue of the Project Area as Needed. Provide Geotechnical Investigation and Wetland Delineation as Needed. Conduct Endangered Species Survey if Necessary. Review Other Permitted and/or Scheduled Construction Activities That May Affect This Project Including but Not Limited to Commercial/private Construction. Identify and Comment on Any Issues or Opportunities Arising From the Review and Obtain County Concurrence on Any Issues Related to Design Criteria or Recommendations Prior to Beginning the Design. Hydraulic Modeling for Each New System and Appending the County's Existing Hydraulic Modeling With These New Systems. Use the Expanded Hydraulic Model to Confirm Location of the Proposed Pump Station and Pipe Sizes. Coordinate With Receiving Utility's Operation on Any Inspection and Testing Work of the Existing Sewer Gravity Collection and Force Main Transmission Systems at the Point(S) of Connection of the Proposed Gravity Sewer System. Inspection Work to Be Performed May Include Televising the Gravity Main, Manhole Inspections, Pump Station Flow Data, Etc. Coordinate With Other County Departments Including Public Works for Possible Roadway or Stormwater Projects and for Property Acquisition. Evaluate Existing Conditions Along the Proposed Pipe Installation Route by Site Visitation. Consider Current Field Conditions and Any Proposed Site Improvements and/or Changes That May Impact the Project and Recommended Location of the Proposed Pipeline. Document the Capacity and Operational Conditions for the Gravity Sewer, Pump Station and Force Main Transmission System Facilities Required for the Project, Existing Facility Improvements, if Required. Assist With Identifying and Procuring Property for New Pump Station(S). Develop Preliminary Engineering Technical Memoranda With Recommendations for Design Including the Preliminary Engineer's Opinion of Probable Construction Cost That Will Be Updated at the Conclusion of Final Design. Develop a House Lateral Detail for Rerouting of Piping From the Existing Septic Tanks on Private Property to the Gravity Sewer System. Develop a Demolition Plan for the Existing Onsite Septic Tank Systems on Private Property Per State Requirements as Delineated in 62-6 Florida Administrative Code. Develop a Maintenance of Traffic Plan. Research of Future Work in the Area by Other Agencies Including Other County Departments That May Partner With This Project to Provide New Water Service Connections and Improvements, Stormwater Improvements, Roadway Improvements, and Other Public Works Related Projects. C. Design Services - 60%, 90%, and Final Design Based on the Approved Technical Memorandum, the Consultant Shall Prepare Contract Documents for the Construction of the Project. Plan and Profile Drawings Shall Include the Latest and Appropriate County Standard Details, Connection Details, Soil Boring, Survey Information and Required Permits. Design Shall Include Construction Sequencing for Making Connections to the Existing Wastewater Collection System Without Taking the Existing System Out of Service. Design Shall Also Include Drawings, Specifications, and Recommended Construction Sequencing. Contract Documents Shall Include Complete and Biddable Plans and Specifications for Construction, Meeting All State and County Requirements. In Accordance With Applicable Industry Standard of Care, Each Set of Plans for the Project Shall Be Accurate, Legible, Complete in Design, Suitable for Bidding Purposes and Drawn to Scales Acceptable to the County. The Completed Plans Shall Be Furnished on Reproducible Materials and in Format Acceptable to the County. Construction Drawings Shall Be in Autocad 2019 or Later. County Standard Specification Will Be Used. Any Required Sections Not Covered by County Standard Specifications Will Be Prepared by the Consultant. Engineer's Opinions of Probable Construction Costs Shall Be Included With Each Submittal. D. Permitting The Consultant Shall Prepare and Submit Permit Applications (Excluding Fees) With the Estimated Schedule for Permits Issuance. The Consultant Shall Prepare Responses to Requests for Additional Information (Rais) From All Potential Permits, Such as: Construction Permit Environmental Resource Program (Erp) Permit Municipal Separate Storm Sewer Systems (Ms4) Permit Environmental Clearance Related Permits, Such as Endangered Species and Wetlands Right of Way Permits, Etc. E. Bidding Services Under This Task, the Consultant Will Assist County Staff With Answering Questions During the Bidding Process, Attending Pre-bid Meeting, and Evaluating Construction Bids. F. Limited Construction Phase Services The Consultant Will Perform Services That Include Shop Drawing Certification, Construction Field Visits, Assistance With Demonstrating Compliance With Grant Requirements, Facilitation and Documentation of Progress Meetings, and Production of Record Drawings. Iv. Schedule A. 1st Phase Grant Funding Requires Project Completion Including Construction by June 30, 2027. Details About Schedule Will Be Discussed With the Selected Consultant After the Bid Award. B. Subsequent Phases Subsequent Phases Will Be Authorized Based on the Consultant Performance in and Results in the 1st Phase. The Intent is to Utilize the Same Consultant for Subsequent Project Phases Unless the Performance is Unsatisfactory, or if Regulations, Grant Requirements, or a Timeframe at the County's Discretion Dictates a Schedule That Necessitates Utilization of Another Consultant for Consecutive Work. The Schedule Shall Reflect the Proposed Elapsed Time in Days That the Engineer Will Require for Accomplishing the Task, the Estimated Bidding Duration, and the Construction Time. The Duration of Activities Controlled by the County May Be Estimated and Included in the Schedule. V. Funding Requirements The Project is to Be Partially Funded by the State of Florida Wastewater Grant (With 50% Matching Fund) and State Appropriation Grant, Which Were Awarded to the County in 2022 and 2023. The Combined Grant Agreement, Wg125 is Provided as Attachment a. The County is Actively Pursuing Other State and Federal Grants. The Consultant Will Assist the County in Meeting Current and Future Funding Agreements Requirements. The Consultant Will Be Responsible to Perform the Following: Prepare Periodic Schedules, Cost Estimates, and Reports. Prepare and Submit the Standard Compliance Forms. Coordinate and Attend Progress Meetings With Funding Agency Staff. Question Submission Deadline:January 29, 2024, 5:00pm
