Renovation of a military facility in Augusta, Maine. Completed plans call for the renovation of a military facility.
The Togus VA Healthcare System requires services of a qualified general construction company provide construction services on Building 67, to include: - Removal and abatement of all lead paint from interior and exterior walls and trim. Lead paint on trim is to be scraped and fully removed, not encapsulated. Exterior walls may be encapsulated; - Remove existing plywood covering 7 x 7 opening on North side of building. Install framing, sheet plywood, wooden clapboard siding and all other necessary materials to properly close the opening; - Exterior walls and trim of building is to be prepped, primed, and repainted; - Removal and abatement of all mold contaminated surfaces and fixtures from interior and exterior of Building 67, including removal and disposal of all hazardous materials and final report from certified 3rd party stating that building is safe to reopen, removal of all existing interior finishes including walls, ceiling, and fixtures. Building is to be gutted down to the existing studs; - Investigation and repair of the steam leak issue that led to mold growth on interior and exterior of building; - The demolition and replacement of the existing doors and windows. The Contractor shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of this project Abate and Renovate Building 67, Project No. 402-23-002, Togus VA Medical Center, Augusta, ME in accordance with Contract Documents, including Technical Specifications and Attachments See Section D). This solicitation requires construction services to abate and renovate B67 at the VA Medical Center (VAMC) Togus, 1 VA Center, Augusta, ME 04330. Contractor shall provide all labor, equipment, materials, and supervision necessary to perform all work required for this project in accordance with the terms conditions, specifications, statement of work, wage determination, and other pertinent attachments. The magnitude of construction is between $100,000.00 and $250,000.00. The NAICS code for this procurement is 238390 (other building finishing contractors), and the small business size standard is $19 million. This acquisition is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Bidders must be both VISIBLE and VERIFIED by the Small Business Administration (SBA) at time of bid and at time of award. Failure to conform to this prior to contract award will result in the Bidder being ruled ineligible. In accordance with FAR 52.204-7, System for Award Management (SAM), prospective Contractors shall be registered in SAM database at the time of bid and remain registered. Site Visit will be held on 05/31/2024 at 11:00AM EST. POC for the visit is Alexandru Sava at alexandru.sava@va.gov and alternative Diane C. David at Diane.Davis2@va.gov. Participants shall meet at BUILDING 67 (Patriot Street on Campus), VAMC Togus, 1 VA, Center, Augusta, ME 04330. Requests for Information of a technical nature must be provided in writing and shall be submitted by the prospective Contractor only by email to Alexandru.Sava@va.gov and Diane.Davis2@va.gov. Oral questions are not acceptable. The subject line must read: 402-23-002 - Abate and Renovate B67 - Technical Questions. RFIs shall be received by 3:30pm EST on 06/07/2024. Bidders are responsible for monitoring and downloading any Amendments from Contract Opportunities on SAM.gov. The Government intends to award a Firm-Fixed Price Construction Contract to one Bidder. Bids shall be submitted via email to Alexandru.Sava@va.gov and Diane.Davis2@va.gov by 03:00pm EST on 06/18/2024 when Public Bid Opening will be held.
