There are two sections of the Construction Specifications - I. Special Provisions and II. Technical Specifications. Construction Specifications should include both sections plus a Table of Contents, any Boring Logs, or other relevant documents as may be needed or required. The Francis Drainage Maintenance Project is located by the community of Francis (north of Saltwell and Adamsville), West Virginia, off County Route 12/12 (Downright Drive/Trainer Road). The project is located on former farmland and has four (4) active Acid Mine Discharges (AMD), which discharge into an existing concrete ditch. The existing concrete ditch discharges into a previously constructed AMD treatment system, consisting of one (1) existing saps pond and four (4) existing anaerobic ponds that are connected via 24" corrugated plastic pipes (CPP) gravity lines. The treated water is discharged into an existing concrete ditch that discharges into 36" CPP culvert that finally discharges into UNT-3, an unnamed contributory of Coons Run. The objective of the project is to decommission the existing AMD treatment system and replace it with a significantly smaller treatment system of similar treatment efficacy to the current day facility. SCOPE OF WORK The work covered by the Special Provisions and Technical Specifications consists of furnishing all labor, plant, power, equipment,supplies, and performing all operations necessary for the completion of the project. The Contractor shall perform all operations necessary for: o Providing and maintaining erosion and sediment controls o Clearing and grubbing o Removal of debris, trash, tree roots, and associated materials o Pumping of AMD source discharges around the work area into a sediment filter bag and temporary treatment cell containing soda ash briquettes, or similar, prior to discharging into a receiving stream. o Removal of existing system, including but not limited to, concrete structures, existing CPP culverts, PVC piping, dewatering of existing treatment facilities, and removal of unsuitable materials o Construction and installation of support areas o Maintenance of access roads to the sites o Construction and installation of drainage control items including channels, culverts, concrete siphon vaults, valve vaults, piping, manholes, inlets, etc. o Construct new gravel roads o Construct oxidation beds, flushable limestone bed, and polishing ponds and regrade area o Modify existing and/or install underdrain, conveyance, and stormwater piping o Remove and/or abandon existing AMD gravity pipe system and appurtenances o Install AMD gravity pipe system and appurtenances o Modify existing gravel roads o Revegetate all disturbed areas o Final site cleanup The Contractor shall also be responsible for surveying, including establishing construction baseline, measuring, and developing all completed quantities on the job, and the ordering, purchase, and delivery of any and all materials required for construction or required for development of support areas. The Contractor shall perform all other operations as incidental to the program as specified herein.
