Sources Sought-Market Survey W912HN24B4002 PN 88726 SECRET CYBER & DOD INFORMATION NETWORK FACILITY (MCA3-aka SIGNAL SCHOOL) FORT EISENHOWER, GA The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties having interest in and capability of performing construction specialty trade services to construct a Secret CYBER and Communications Network Training Facility. Project includes a standard design secret level Automation-Aided Instructional area consisting of classrooms, instructional labs, instructor offices, conference/counseling rooms, administrative spaces, separate student, and staff break areas, student records storage, central storage, and computer maintenance area. Project also includes a secret level General Purpose Administrative space. Provide loading/service areas, secure information systems, and fire detection, protection, and alarm systems. Provide Intrusion Detection System (IDS), and closed-circuit TV (CCTV) installation. Provide Utility Monitoring Control Systems (UMCS) connection. Provide Cyber Security Engineering and Cyber Security Validation. Supporting facilities include site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, secure information systems, landscaping, and signage. Heating and air conditioning will be provided by connection to the existing energy plant. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism standards for Buildings will be provided. Access for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1- 200-02) including energy efficiencies, building envelope and integrated building systems performance. Building information systems for this facility are unique in nature and are not included in the unit cost of the building. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Currently training, and operations for Cyber, Signal, and Electronic Warfare take place in buildings constructed 40 to 50 years ago. Adequate space is not available to support future training loads or to support programs of instruction changes driven by advances in technology. Most of these buildings have had minimal repair and maintenance efforts invested in them since they were built. Electrical and HVAC systems within these facilities do not adequately serve the power and cooling demand to meet mission requirements resulting in frequent electrical failures and very high room temperatures. There are very limited amount of classroom and operational space with secret capability with the requirement for secret facilities increasing. These current facilities have no access to the Cyber Weapons Systems via the Operational Network and Data Center which operate at the TS/SCI level. Asbestos and lead-based paint are present in all current facilities in use. Roof leaks are causing mold and mildew. Moreover, current facilities have structural deficiencies. Based on the responses to this source sought notice/market research, this requirement is anticipated to be procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a small business set-aside is appropriate for this when it issues the solicitation package anticipated early 4th quarter with an award this fiscal year. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Construction Magnitude: The estimated magnitude of this construction project is between $100,000,000 and $250,000,000 (DFARS 236.204). Project Description: This is a discrete construction project in support of the CCOE, Fort Eisenhower, GA. The objective of the proposed acquisition is to provide a 243,443 GSF secret level cyber instructional facility Construct a Secret CYBER and Communications Network Training Facility located at Fort Eisenhower GA. Project includes a standard design secret level Automation-Aided Instructional area consisting of classrooms, instructional labs, instructor offices, conference/counseling rooms, administrative spaces, separate student and staff break areas, student records storage, central storage, and computer maintenance area. Project also includes a secret level General Purpose Administrative space. The estimated period of performance for construction is 1324 calendar days after issuance of the Notice to Proceed. Specifics regarding the number of option periods, if any, will be provided in the solicitation. All interested parties, with 236220 as an approved NAICS code, are requested to capability package limited to no more than five (5) pages (excluding Market Survey).
