Sealed proposals will be received by the University of Massachusetts Dartmouth for Roofing Trade Labor. This Contractor shall provide all labor, materials, environmental notifications and permits, transportation and equipment required to perform the scope of work for each project under this contract. Scope of Work: The University of Massachusetts Dartmouth is soliciting Bids for the acquisition of Roofing Trade Labor for Repair and Maintenance Services for projects less than $50,000. The resulting Contract(s) will be the primary Contract(s) used by UMass Dartmouth and its' satellite locations for the goods and services covered by the Contract. The University reserves the right to bid out any project that it determines to be in the best interest of the University. General Specifications: a. Specification Amendments and Service Restrictions At the inception as well as throughout the life of the contract, the University reserves the right to amend Service specifications as well as restrict or phase out Service in order to comply with new policies, laws and regulations; minimize human health risks; or in other cases, in the best interest of the Commonwealth. b. Service Call Responsibility Contractors must receive a purchase order from the University prior to performing ANY and ALL work, including additional repairs and services that are not part of the initial service call. Failure to receive prior approval may constitute unauthorized repair or service, and contractors will NOT be compensated forsuch services. In addition contractors will be held accountable for any unauthorized services and responsible for compensating the University if any damage occurs. c. Service Call Response Time Contractors mustrespond asrequested by the University: . Service Call - Contractor must respond by phone within one (1) hour and establish a mutually agreed arrival time at the facility. The Contractor will assess the problem to the best of the Contractors ability over the phone with the University POC prior to dispatching staff. Failure to arrive at the University or its' satellite locations with a qualified service person may be considered an unacceptable service call. Contractors must not charge for an unacceptable service call and the University will not be required to pay for an unacceptable service call. d. Quoting Process & Requirements Projects estimated to cost between $10,000 and $25,000 shall require the soliciting department to obtain quotes from all vendors on the contract. Contractors are required to respond to requests for quotes within 2 business days. Contractors who do not respond promptly to request for quotes may be removed from the contract at the discretion of the University. Projects estimated to cost between $25,000 and $50,000 shall be formally quoted. Contractors are required to respond to these requests for quote within the stated timeframe for each project. Contractors who do not respond promptly to request for quotes may be removed from the contract at the discretion of the University. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. e. Preventive Maintenance Contractors may be requested by the University to perform preventive maintenance and repair on the equipment or systems including but not limited to: routine testing, cleaning, and equipment or systems inspections. All Contractor work must be accordance with the equipment Manufacturer's latest maintenance specifications and instructions. The Contractor acknowledges its understanding that high quality maintenance service (including prompt remedying of problems), and high quality parts, materials and workmanship is needed to sustain peak operating performance. The Contractor shall not be held responsible for regular wear of parts, intentional damage, abuse, misuse, negligence, or theft by persons other than the contractors' employees or those of its subcontractors. The Contractor and the University will work closely together to develop and establish the preventive maintenance terms and conditions. The Preventive Maintenance Agreement may include but not limited to: o Preventive Maintenance schedule(s) Monthly, Quarterly or Yearly o Preventive Maintenance cost (will be determined on the frequency ofschedule ofservice being performed on the equipment or systems) o Development of a Preventive Maintenance checklist f. Detailed Specifications The detailed specifications for Roofing Servicesincluded in the specificationssection of this contractshall be adhered to for all projects consisting of either Roofing type unless otherwise approved by the University. These specifications/standards may be updated by the University as required or additional specifications/standards may added by the University for specific projects as required. Addenda and Interpretations All questions by prospective bidders as to the interpretation of the Notice to Contractors, form of proposal, form of contract, plans, specifications or form of performance bond and labor and materials or payment bond must be submitted by 5:00PM EST on January 17, 2024. It shall be the sole responsibility of bidders to ascertain the existence of any and all addenda issued by the awarding authority whether or not the addenda is presented, faxed, or mailed to or received by the bidder. Examination of Site and Documents All bidders shall visit the site and examine all contract documents before submitting bids. All bidders shall inspect and be thoroughly familiar with same and conditions under which work will be carried out. Neither the University nor the Architect will be responsible for errors, omissions and/or charges for extra work arising from General or Sub-contractor's failure to familiarize themselves with contract documents or existing conditions. By submitting a bid, the bidder agrees and warrants that he/she has examined the site and the contract documents, that he/she is familiar with the conditions and requirements of both and where they require, in any part of the work, a given result to be produced, that the contract documents are adequate and that he/she will produce the required result. Term of the Contract: Required Start Date: 2/1/2024 Required Completion Date: 1/31/2025 Option to extend: There will be two (2) optionsto extend this contract each for an additional 12 months. UMD PROJECT NO. DARADM-2024-0584 The undersigned proposes to furnish all services of the Roofing Trade Labor required for the Project: Roofing Trade Labor, Project Number: DARADM-2024-0584 at the University of Massachusetts Dartmouth, 285 Old Westport Rd, N. Dartmouth, MA. 02747-2300 and its satellite locations in accordance with specifications prepared by the University of Massachusetts Dartmouth, for the contract price specified below. The price structure for labor under this contract shall be expressed as a Percentage Markup over the Applicable Prevailing Wage. The contract shall be awarded to the bidder or bidders providing the low or lowest markup over Prevailing Wage. The percentage markup over prevailing wage shall be calculated by converting the percentage provided into its decimal i.e. 30% = 0.3 than adding 1 and then multiplying that number by the applicable Prevailing Wage Rate. - DESCRIPTION OF WORK- INTERPRETATION - INTENT 1. The work consists of the construction of UMD Project No. DARADM-2024-0584 in accordance with the specifications attached hereto. The Contractor agrees to do and complete at their own expense all the work and furnish all the materials required to be done or furnished by them in the following plans and specifications in a proper, thorough and workmanlike manner, in accordance with the terms of this Contract, and to complete the entire work in this Contract, provided in the Contract documents. All plans, general and detail, are to be deemed a part of this Contract, and the plans and specifications and Contract are to be considered together, and are intended to be mutually complementary, so that any work shown on the plans, though not specified in the specifications, and any work specified in the specifications though not shown on the plans, is to be executed by the Contractor as a part of this Contract. Figured or field dimensions are to prevail over scale. All things which in the opinion of the Designer may reasonably be inferred from the Contract and plans are to be executed by the Contractor under the terms of the Contract; and the Designer shall determine whether the detail plans conform to the general plans and Contract, except as may be otherwise determined by the Office. In case of discrepancies plans take precedence over specifications. 2. The distribution of work is intended to be described under the appropriate trade and may be redistributed, except as directed herein, provided no controversy will arise among the trades and progress will not be delayed. 3. The Contractor shall be responsible to the UMD for the acts and omissions of their subcontractors, if any, and of all persons directly or indirectly employed by the Contractor or subcontractor in connection with the work. 4. The Table of Contents, titles, headings and marginal notes or sub-scripts contained herein are solely to facilitate references and in no way affect, limit or cast light on the interpretation of the provisions to which they refer.
