Each bid must be enclosed in a sealed envelope addressed to the Madison County Commissioners with the Bid Item Number clearly noted on the outside of the envelope. Bidders may submit on multiple items; however, each bid must be in a separate envelope. The envelope shall also bear the name and address of the person or firm submitting the bid. The County may elect to renew bids any number of times, with the agreement of the purchasing agency and the supplier. Bidders shall assure that they have obtained complete set of Bid Documents and shall assume the risk of any errors or omissions in bids prepared in reliance on incomplete sets of drawings and Bid Documents. Questions may be submitted in writing to the County Engineer at engineering@madisoncounty.in.gov. Any interpretations or corrections will be made only by addendum. The County Engineer and/or County Commissioners will not be responsible for any other explanations or interpretations of the contract documents. Any addenda issued during the time of bids shall become part of the Contract Documents. Receipt of each addendum shall be acknowledged in the bid. Proposals may be held by the Board of Commissioners for a period not to exceed forty five (45) calendar days from the public opening. No Contractor may withdraw his proposal within forty five (45) days after the actual date of the opening thereof. The Madison County Board of Commissioners reserves the right to ask for clarification for any bid submitted. In comparing bids, consideration will not be confined to price only. The successful bid will be the lowest responsible and responsive bidder, however the Board of Commissioners reserves the right to reject any proposal, to waive technicalities or irregularities therein, to delete any bid item or items and to award a contract on the proposal that in their judgment is most advantageous to Madison County.
