The City of Passaic reserves the right to waive any informality in the bids received and the right to consider bids for sixty (60) days after their receipt McDonald Brook Flood Damage Restoration and Flood Mitigation Flooding due to Hurricane Ida has caused significant damage within Veterans Memorial Park along McDonald
Brook within the park limits (Broadway [C.R. 622] to Main Avenue [C.R. 601]). Specifically, the stone retaining
walls along the stream corridor and the dam and the spillway at Hughes Lake were damaged due to
undermining, localized movements, soil erosion and failures. The City is actively coordinating efforts with the
Federal Emergency Management Agency (FEMA) to implement infrastructure restoration and flood mitigation
measures to not only repair this existing stormwater infrastructure but also to enhance its resiliency.
This request for proposal (RFP) is for a qualified Engineering Firm to design a restoration/repair and flood
mitigation plan that incorporates the listed damages within the attached FEMA Damage Inventory Scope
attached to this RFP. Additionally, the qualified Engineering Firm shall conduct a drainage/hydraulic study of
McDonald Brook and the surrounding park area in order develop, design, and permit a mitigation scope
specifically designed to enhance the resiliency of the Brook during heavy rainfall and extreme flooding events.
The qualified consultant shall employ a team of drainage/hydraulics Professional Engineers licensed in the
State of New Jersey, with demonstrated experience in urban stormwater analysis, flood mitigation design, cost
estimation, and NJDEP permitting. The Consultant shall consider all possible options during the drainage
investigation and ultimately implement a cost-effective flood mitigation design solution. The study will include the following three (3) Phases:
1. Mitigation Concept
2. Plans, Specifications, Estimate, and Permitting Package
3. Construction Management and Inspections Services
