As of April 24, 2024, per owner a lead designer and architect has been identified. Scope of Services Jaycee Ehlert Park is an approximately 29.4-acre park located on Congress Park and Elm Avenue. The Village is seeking a landscape Architect to oversee the OSLAD Grant project described below. The project will consist of renovating the playground to create a fully inclusive and accessible play environment on pour-in-place rubber surfacing to dramatically enhance accessibility. The large picnic shelter will be renovated, as well, to preserve existing capacity but provide shade comfort seating areas with views and accessible connection to the large playground. Between the new inclusive playground and shelter will be a game table area with outdoor ping pong and chessboard picnic tables to introduce new amenities to the park and Village as a whole. The existing ballfield will be renovated with new fencing, infield mix, and re-graded and newly seeded turf outfield (to improve drainage), with accessible connections to the dugouts and spectator seating areas from the existing park's pathway system. A newly dedicated soccer field area will be established at the northwest corner of Phase III. area. Trail improvements and accessible connections will be provided to all improved areas and to the renovated memorial plaza, which will feature repurposed/upgraded pavers, seating options, and complementary low plant material to enhance the passive space. Green infrastructure will be provided with use of a rain garden adjacent to the playground with native planting, along with landscape improvements consisting of shade and ornamental trees, low grasses, groundcover, and perennials. The proposed improvements will be located to minimize site disturbance and preserve the existing mature tree grove at the northeast corner of Phase III. area. The above schedule may be changed, and the Village is open to the successful firm expediting the services, so that services are completed earlier.
