Request for Proposals Land Clearance for Redevelopment Authority of the City of Saint Louis ("LCRA or Owner") seeks proposals for facilities management services to support a vacant, former electrical manufacturing facility at 3940 Dr. Martin Luther King Drive in the City of St. Louis. Hereinafter, organizations interested in submitting a proposal in response to this Request for Proposals ("RFP") shall be referred to as "Respondents." Background and Project Description LCRA closed on its acquisition of the building at 3940 Dr. Martin Luther King Drive in St. Louis, MO in October 2023. LCRA plans to stabilize and transform the approximate 150,000-square-foot industrial building that is situated on 15 acres into a workforce training hub for manufacturing and other high paying, in-demand jobs. The site is currently vacant, but LCRA plans to begin work that will require personnel and contractors to have access to the site at various times. To maintain the stability and safety of the 15-acre industrial facility, around-the-clock facility management services are required. The selected firm must be capable of developing and delivering comprehensive Facilities Maintenance, Groundskeeping, and Custodial Services (as required). Duration of Awarded Contract LCRA is seeking proposals for contracts for a one (1) year term with potential options for renewal. IV: Scope of Work LCRA is seeking proposals for facility management. Respondents shall provide facility management services at 3940 Dr. Martin Luther King Drive, for the duration of the contract. Respondent will handle performing and contracting out a variety of services and objectives according to policies and procedures which may include but are not limited to the following general task areas: a. Management Organization b. Normal Hours and Emergencies c. Major vs. Minor Repairs d. Subcontractor Procurement/Management e. Custodial Services f. Groundskeeping g. Building Drawings h. Facilities Audit i. Supplies j. Building Inspection, Maintenance and Repair k. Equipment & Systems Operation l. Heating and Air Conditioning m. Plumbing n. Fire Protection Systems o. Preventive Maintenance
