Site work and paving for a road / highway in Collegeville, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry. This project is also subject to Act 127 of 2012, known as the Public Works Employment Verification Act which requires all public work contractors and subcontractors to utilize the Federal Government's EVerify system to ensure that all employees performing work on public work projects are authorized to work in the United States. The successful bidder will be required to furnish a bond guaranteeing performance of the contract in the amount of 100% of the value of the contract. A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. Letters of credit will not be accepted. The Borough of Collegeville reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any immaterial defect or informality in the bids All questions about the meaning or intent of the Bidding Documents are to be submitted via Online Questions received after the posted cut-off date January 29, 2024 at 12:00 PM) may not be answered Paving Carmen Drive o Reconstruct roadway by removing approximately 7.5" of existing paving material and restoring as follows: o 1.5" Superpave Mixture Design 9.5mm (0.3-3 million ESALS) PG 64S-22 o 4" 25mm Superpave Asphalt Mixture Design, Base Course, PG 64S-22 o 2" 2A Stone All materials shall meet the current PennDOT PUB 408 specifications at the time of installation of the following roads. [Maintenance and Protection of Traffic is considered incidental to this work]: o Carmen Drive - 2,460SY Larkin Lane o Milling of 1.5" of Asphalt and the Addition of 1.5" Superpave Mixture Design 9.5mm (0.3-3 million ESALS) PG 64S-22 that meets the current PennDOT PUB 408 specifications at the time of installation of the following roads and approximate lengths [Maintenance and Protection of Traffic is considered incidental to this work]: o Larkin Lane - 2,920SY o Perform base repairs on portions of Larkin Lane utilizing the procedure below: o Base repairs shall be performed after the milling of the existing pavement surface of the road has been completed. o A loaded materials truck will proof roll the milled surface by driving over the surface if needed. o Prior to application of bituminous courses, existing base courses shall be reviewed by the Owner's representative for defects such as fracture, cracking, or other signs of base failure, or potential failure. All areas of failure or potential failure shall be removed by saw cutting or milling machine (jackhammer corner areas only) and replaced. An inspector, on behalf of the Borough, will mark out areas that require base repair. o Base repairs involve all labor, material and equipment for the excavation below the existing grade after the surface milling is completed to a depth of 3 inches, compaction of subgrade and installation of a three (3) inch depth of Superpave Asphalt Mixture Design, Base Course, PG 64S-22, 25 mm Mix that meets the current PennDOT PUB 408 specifications at the time of installation. o Scratch/Leveling Course: o Payment will be made at the Unit Price listed on the Unit Price Schedule of Bid Items for work actually completed as measured in the field. This price and payment will constitute full compensation for furnishing all labor, material and equipment for the furnishing and installing the scratch/leveling course of Superpave Asphalt Mixture Design, Wearing Course, PG 64S-22, 9.5mm Mix that meets the current PennDOT PUB 408 specifications at the time of installation at locations as directed by the Owner. The scratch/leveling course is an estimated quantity that may or may not be used on the project. The scratch/leveling course if required by the Owner shall be installed after the milling of the existing pavement surface of the roads has been completed and all base repairs have been completed. o Installation/replacement concrete sidewalk at ADA Ramp at Carmen Drive and Larkin Lane o If required, construction stakeout of the curb ramp at Carmen Drive and Larkin Lane will be provided by Gilmore & Associates, Inc. The Contractor will be responsible to coordinate the scheduling of the construction stakeout required for the curb ramp with Gilmore & Associates, Inc. after the preconstruction meeting. (NO MORE THAN 70% PAYMENT WILL BE CONSIDERED FOR THIS ITEM UNTIL SUBSTANTIAL GRASS GROWTH HAS BEEN ESTABLISHED IN THE DISTURBED ADJACENT AREAS) o Installation/replacement concrete curb at ADA Ramp at Carmen Drive and Larkin Lane o Installation of Detectable Warning Tiles at ADA Ramp at Carmen Drive and Larkin Lane o Replacement of concrete driveway apron Larkin Lane (1 location) o Replacement of driveway depressed curbing Larkin Lane and Carmen Drive (4 locations) o Thermoplastic Line Striping / Pavement Markings for new Crosswalks at Carmen Drive and Larkin Lane
