Site work and paving for a civil project in Stillwater, Minnesota. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The scope of this project includes replacement of deficient guardrail sections along County State Aid Highway (CSAH) 96. Project is included Washington County Fiscal Year 2024-2028. As of June 20, 2024, a design team has not yet been identified. Construction is expected in 2024. The Washington County Public Works Department is issuing this request for proposals (RFP) to provide permitting and engineering services for the County State Aid Highway (CSAH) 96 Guardrail and Drainage Improvement Project. The jurisdiction of Highway 96 was recently transferred from the Minnesota Department of Transportation (MnDOT) to Washington County. Washington County will be leading a corridor study to help identity and prioritize improvements to this 9-mile roadway in 2024. Prior to future corridor improvements being programed within the Countys Capital Improvement Plan (CIP), there are immediate needs to repair aging sections of guardrail, some with underlying drainage and stability issues. Along CSAH 96, there are 19 sections of guardrail. Of the 19 sections, 2 were replaced in 2023, 10 sections are in good to fair condition and will remain as is until address as part of the larger corridor project, and 7 have been identified for replacement. These seven sections will make up this guardrail improvement project. An inventory and map of the guardrail sections can be found at the end of this RFP. Guardrail sections #1, 2, 3, 4, 5, 11, and 12 are the seven sections to be replaced as part of this project. The combined length of these sections are approximately 3,450 feet. To improve drainage, bituminous curb should be added along guardrail sections #2-4. In addition, to replace guardrail section #5, embankment (slope stabilization) work may be necessary. All work performed under the anticipated contract must be carried out in accordance with the procedures, requirements, and regulations of MnDOT State Aid, Washington County, Rice Creek Watershed District, and Carnelian-Marine St. Croix Watershed District. The objective of this project is to implement immediate improvements to CSAH 96. In summary, the project goals are as follows: Produce plans that meets all MnDOT, CSAH, and Washington County requirements. Obtain necessary permits for this work. Achieve a construction schedule that minimizes public inconvenience, while being sensitive to reducing overall project costs and impacts The following lists outline work tasks and associated items that shall be included as part of the contracted services. Project Management The Consultant will perform all work necessary to effectively coordinate the project completion and maintain the project schedule and budget. Bi-Weekly project manager check-in meetings should be scheduled by the consultant. No project management team (PMT) meetings are needed for this project. If a question pertains to a clarification of this RFP, the question and answer will be posted Electronically. Only written questions and notifications will receive responses. Washington County reserves the right to disregard questions received after 3:00 PM on Monday, January 22, 2024. They will not be returned to the consultants. Submission of a proposal indicates acceptance by the consultant of the conditions contained in this RFP unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the county and the selected consultant. Project Kick-off :February 2024 60% Plans: April 2024 95% Plans :May 2024 Bid Letting :June 2024 Bid Opening: July 2024 Bid Award :August 2024 Construction :September 2024 This RFP process does not obligate the county to award a contract or complete the services. The county reserves the right to waive any minor irregularities. The county reserves the right to reject any or all proposals. The county reserves the right to request additional information or clarifications from contractors. The county reserves the right to interview any, all, or none of the contractors. The county reserves the right to enter into a contract with more than one contractor. If the RFP process concludes by withdrawal, cancellation or rejection of all proposals, the county reserves the right to issue another RFP for this service. The county shall not be liable for any expenses incurred by the contractor including but not limited to expenses associated with the preparation and submission of the proposal. The method of Contractor Selection has not been Determined at this time.
