The City of Kent is soliciting qualifications from professional consulting firms with experience in large river restoration projects, landscape architecture, parks facilities and recreation/natural space integration. The City of Kent is seeking support for preparation of feasibility studies for the Boeing Rock Recreation/Habitat Enhancement project which will occur between S 200th Street and S 212th Street on the east bank of the Green River (see attached map). A previous levee setback in the project area provides an opportunity for implementing a variety of passive recreational amenities and habitat enhancements within approximately 15 acres of floodplain habitat waterward of the levee. The feasibility analysis will include, and the consultant's RFQ will be evaluated based on experience and inclusion of team members with the following expertise: Hydro-geomorphology/restoration Riverbank features: Scalloped edges and alcoves, Engineered log jams; large woody structures along the river Overlooks: Grading of the overlooks, Incorporating safe river access into slopes Engineered slopes: Vegetated sloped edges (slopes of 6:1) Fishery/Natural resources ecology Ensure design addresses salmonid rearing habitat needs Landscape architecture Development of native plant pallet including areas outside of the view corridors/trail route Pollinator meadows Riverside tree groves Shade-driven planting along the shoreline Invasive species removal and management Regional trails Parking and trailhead amenities Nature-based play elements (logs and boulders) Experience using Crime Prevention Through Environmental Design (CPTED) to reduce likelihood of future public safety issues Interpretive signage and storytelling Parks/habitat integration Riparian environments and spaces which serve both habitat and recreation purposes Large-scale river projects including integration of public access into habitat and natural resource areas The City's goal is to review previous preliminary plans and apply them to an updated feasibility analysis. The major deliverables of the current phase of the project are: Preparation of a feasibility study of the site for integrated natural resource/recreation uses Recommendations of current best practices for park facility design and riverine habitat design Development and evaluation of alternative designs, including cost estimates. Preparation of a conceptual recreation and habitat enhancement plan following selection of the preferred alternative by the City. A detailed scope and fee will be developed with the selected consultant from the RFQ process. The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
