Site work and paving for a mixed-use development in East Orange, New Jersey. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

THIS IS NOT A REQUEST FOR PROPOSAL. This pre-solicitation notice is for Solicitation Number 36C24224B0012 - Project Number 561-24-050 Repaint Parking Lot and Road at the VA New Jersey Healthcare Systems (NJHCS) East Orange Campus at 385 Tremont Ave, East Orange, N.J. 07018. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all responsible SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 237310 and has a size standard of $45.0 Million. The cost estimate range for this project is $250,000 to $500,000. 1. Contract description. Repainting of the Medical Center Campus Parking Lots, Roads and Pavement markings of the VANJ East Orange. 2. Background. This procurement is needed for a vendor to repaint the parking lot spaces, pavement markings and roads in the East Orange campus, including improving handicap and Spinal Cord Injury spaces as required. The existing parking and roadway markings are faded and hardly visible for patients and staff and need to be repainted. 3. Scope. Contractor to restore the pavement markings, improve handicap and Spinal Cord Injury spaces in the parking lots of the entire campus and roads located throughout the VANJ East Orange. The installation includes all required labor, tools, equipment, material, and any other items necessary to completely repaint the pavement markings with DOT approved traffic paint. Minor repairs to curbs/asphalt shall be done as applicable. 4. Specific Tasks. A. The scope of work shall include but not be limited to the following main items: Prepare all surfaces for the application of paint in accordance with manufacturer s recommendations. Clean lots as needed to ensure adequate paint adhesion. Remove dust, dirt, and other granular surface deposits. Remove oil or grease if present. Restripe parking lots as previously marked, unless noted otherwise by VA East Orange in contract documents. Review with COR project scope before reproducing any existing striping, as there may be extraneous markings that need to be eliminated and/or spaces added. Use high traffic durable traffic paint approved by DOT.A Colors as indicated. Parking Spaces: White. Handicapped and Spinal Cord Injury Parking and Symbols: Blue. All other markings: Match existing, unless noted Do not apply paint if temperatures of the surface or the atmosphere are less than 50 F degrees or greater than 95 F degrees. Do not apply paint if wind speeds are enough to cause overspray. Apply uniform painted markings of color, lengths, and widths with true sharp edges and ends. Repaint stenciling of the following parking stalls: visitor parking, fire lane identification (in red), ADA handicap and Spinal Cord Injury parking in accordance with ADA standards, no parking and/or loading zones, delivery parking areas, and any areas that presently have hatch marks or other stenciling. Repaint directional arrows, walkways, crosswalks, curbs any all roadway floor painted markings throughout the campus. Contractor shall provide safety and warning signs and adequate barriers to ensure the jobsite is adequately marked and segregated so access is restricted to only those authorized to perform the work. All work must follow and meet state, county, and local code requirements. Work will require phased approach and performed outside East Orange VA business hours (7am to 4:30pm) or during the day with coordination with COR and VA police. Access throughout the facility must be available at all times. Any exception to working time must be approved by COR. The Contractor is responsible for ensuring that vehicles and other equipment are moved and/or protected as needed to prevent damages. A The Contractor shall be responsible for any damages that occur due to failure to adequately protect VA property. The contractor is responsible to remove all debris and clean the work area after work has been completed. The contractor will be responsible for miscellaneous concrete curb repairs. There is approx. 20 linear feet of curb to be removed and repaired around the campus. Deduct Alternate: Miscellaneous asphalt repairs, approx. 500 square feet. Pour asphalt as per code and finish new surfaces to match existing smoothness and level. The project COR or designated Medical Center personnel shall inspect and approve the work prior to acceptance. 5. Place of Performance. Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. 6. Period of Performance. Contractor to start immediately after receiving the NTP, estimate completion time is 120 calendar days. Phase I submittals, shop drawings review, and deliver equipment s to the site 60 days. Phase II mobilization, construction, installation, clean up, and demobilization 60 days. All other details and information shall be contained in the solicitation which shall be posted on www.sam.gov. The solicitation will be released on or about January 29, 2024. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic; faxed or hand delivered bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement. THIS IS NOT A REQUEST FOR PROPOSAL *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
