The City of Moses Lake solicits interest from consulting firms with expertise in Transportation and Structural Engineering Design. This agreement will be for approximately 18 Months in duration with the option for the City of Moses Lake to extend it for additional time and money if necessary. It is anticipated that work will commence during the 1st Quarter of 2024. Consultants will be considered for the following project. The City of Moses Lake reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The work to be performed by the CONSULTANT consists of working with local stakeholders and the community to identify and evaluate active transportation design alternatives for future improvements to safety and connectivity in the SR-17 & Stratford Road Interchange and surrounding vicinity for pedestrians and cyclists. Once preferred alternative(s) are selected the CONSULTANT will be tasked to prepare preliminary engineering designs, environmental permitting analysis, and ROW evaluation and plan preparation. The proposed project will result in at least 90% preliminary engineering design for some of the preferred solution(s). The project also includes the ability to develop preliminary engineering designs to at least 30% throughout the transportation network in proximity to primary & secondary project area. Final deliverables are expected to help identify and facilitate competitive construction grant applications in the future. The major features of the project are as follows: Analysis of Conflict, Level of Stress and Route Directness Index.

Preliminary environmental analysis & documentation; preparation of permit applications if necessary.
Preliminary determination of R/W needs, limited access revisions, and R/W plan preparation.
Preliminary construction phasing, sequencing, property access plans, and site-specific traffic control plans if necessary. A copy of the project summary, map and grant award letter are available on request. The City of Moses Lake reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s). Business Hours: 8:00 a.m. to 4:00 p.m. Evaluation Criteria Submittals shall include the following elements for evaluation:
1) Key personnel to work on the project, including experience and availability.
2) Qualifications of team & proposed project manager
3) The firm's general approach to the project areas
4) Ability to meet schedule
5) Familiarity with WSDOT standards and design processes
6) Experience designing and delivering active transportation projects.
