Site work for a playground / park / athletic field in Salem, Oregon. Working plans call for site work for a 20,000-square-foot playground / park / athletic field.

The owner has determined a prequalified list of design build companies. The Contracts and Procurement Manager of the City of Salem on behalf of the City of Salem ("Owner") will receive sealed Proposals from Proposers interested in acting as a Design Builder (DB) and providing services and performing Work related to the Salem Geer Park Skate Park Project (Project). This procurement is conducted in accordance with model rules adopted by the Attorney General under Oregon Revised Statutes (ORS) 279A.065(3). The scope of services consists of complete Progressive Design Build services for the design and construction of the Salem Geer Park Skate Park Project. For the purposes of this RFP the term Design Builder (DB) shall mean the General Contractor and the associated DB team contracted to the General Contractor. The term Project Team shall mean the City of Salem Project Management, Klosh Group Project management team, DB and City staff from Public Works, Parks, Community Services, and other key internal stakeholders. The DB will work closely with the Project Team to provide design and construction of an approximately 20,000 SF skate park with associated site improvements located at Geer Park. Services provided will include confirming the preferred concept features developed in conceptual design and aligning with the established budget, leading design work from the schematic phase through final construction documents, obtaining all required permits, and construction of the skate park. The DB may also be called upon to coordinate with other Geer Park projects described in the park master plan. This project will be incorporating the principles of Progressive DB which includes a Guaranteed Maximum Price and transparency to the bidding process similar to a Construction Manager/General Contractor (CM/GC) contract. The City is seeking DB Proposals for the design and construction of the Salem Geer Park Skate Park Project, herein after called "the Project". The selected team shall have expertise in DB, and relevant experience in designing and constructing skate parks and associated site work such as pedestrian trails, grading, and landscaping. Design, permitting, and construction of an approximately 20,000 SF Skate Park with associated site improvements located at Geer Park within the approved budget and according to the approved project scope and schedule. Geer Park is a 44-acre Community Park located at 241 Geer Drive NE. Existing uses include both developed and natural walking paths, two baseball fields, two soccer fields, and Salem's only bike park. In 2021, the City of Salem completed its efforts to update the Geer Park Master Plan, which established a shared community vision for future park development and construction of the skate park. In 2022, a preferred conceptual design for the skate park was selected based on the completion of a public engagement process. The successful Proposer shall be given ten (10) calendar days to execute the contract and return it to the Owner. The Owner reserves the right to accept or reject any or all Proposals in response to this RFP without cause or to delay or cancel this RFP process without liability to the Owner if they determine it is in the public interest to do so.
