https://www.bizjournals.com/pacific/news/2024/08/15/hart-awards-166b-contract-for-downtown-segment.html The Honolulu Authority for Rapid Transportation has awarded a $1.66 billion contract for Tutor Perini Corporation to complete construction of rail's Downtown Honolulu segment, HART announced on Thursday. HART Executive Director and CEO Lori Kahikina told Pacific Business News in a phone interview, while the price did not come out to what HART initially budgeted for, "we can afford this, and we're happy to move forward with this project with Tutor Perini." The full scope of the three-segment rail project is projected to cost about $10 billion. Tutor Perini Corporation, based in Los Angeles, California, would be responsible for the design and construction of the third segment, or City Center Guideway and Stations. This project starts at the Middle Street Transit Center Station in Kalihi and ends at the Civic Center Station in Kakaako. "Tutor Perini is proud and excited to be a part of this transformational project in Honolulu," Tutor Perini Corporation Chairman and Chief Executive Officer Ronald Tutor said in a statement. "We look forward to partnering with HART to see this project through to its successful conclusion." As previously reported by Pacific Business News, HART executives said construction of the third segment would be the largest single contract for the rail. The initial budget for the CCGS contract was expected to be $1.3 billion, said Kahikina. While she wished the bid "would have come in a little bit lower," Kahikina cited a tough bidding climate on Oahu a reason for the higher price, with other major projects in the works such as the U.S. Navy Naval Facilities Engineering Systems Command's multi-billion dry dock replacement at Pearl Harbor. "I don't know what assumptions [offerors] built into their estimate or price [for the CCGS contract], but some things I could probably imagine is ... we're competing against NAVFAC so there are supply issues, whether it's concrete supply chain, staffing equipment," said Kahikina. Kahikina told PBN that HART expects the entire rail project will be paid off by the time the third segment is handed over to the city for public ridership. "It's unusual for a large infrastructure project like this [to] be paid off by the time we're ready to open," said Kahikina. "Many times ... you finance the project, and maybe 20 to 30 years later, you're still paying for it. ... This one is not -- when we're done with the project in 2030 to 2031, it will be completely paid off." The rail is funded through federal, state and city funding, said Kahikina. This includes the Full Funding Grant Agreement -- federal funding from the FTA -- general excise tax and transient accommodations tax from the city and state and additional funding from a city subsidy. According to HART's announcement, following the CCGS contract it expects to get $250 million from the $1.55 billion FFGA grant. So far, HART has received about $931 million under the FFGA grant. Construction of the third segment is estimated to begin in the second half of 2025 and will be completed in 2030. The company has identified Parsons Corporation as its design subcontractor for the project, which includes six rail stations and construction of approximately three miles of elevated rail guideway within the city center of Honolulu. Tutor Perini expects it will execute the contract next month at which time it will begin the project design phase. Construction should start in the second half of 2025, with substantial completion expected in 2030. "We are proud and honored to be a part of this transformational project in Honolulu," said Ronald Tutor, Tutor Perini chairman and CEO. "Tutor Perini has a long and successful history of building large, complex light rail projects in various cities in the United States, and we look forward to partnering with HART to see this project successfully delivered." HART is executing the full light-rail project, officially named the Skyline, in three segments. The first piece of the rail project includes approximately 10 miles of guideway, the first nine stations, a 43-acre operations center and 12 four-car trains. That segment, which runs from East Kapolei to Aloha Stadium, opened on June 30, 2023. The second segment, HART said, is almost complete and currently undergoing installation of core systems. The 5.2-mile section includes four stations, one of which stops at Joint Base Pearl Harbor-Hickam and another at Daniel K. Inouye International Airport. That piece is scheduled to go into service in 2025. Tutor Perini's work is part of the third segment. HART said utility relocation – movement of storm drainage and sewer facilities, water main, gas/fuel, electrical and communications infrastructure – and roadway improvements that will facilitate future light-rail work are underway. Other contractors on the project include Frank V. The HRTP includes 19 stations, 80 light-metro fully automated (driverless) rail vehicles, a maintenance and storage facility (MSF) on a 44-acre parcel near Leeward Community College, and three park-and-ride facilities. The mission of the HRTP is to provide fast, reliable public transportation services in rapidly developing areas with diverse populations. The HRTP is the largest infrastructure project in the State of Hawai`i and will be the first fully automated commuter rail system in the nation. This Project is the third segment and fourth guideway section for the Honolulu Rail Transit Project (HRTP). The Project's base scope includes approximately three miles of elevated guideway supported by drilled shaft foundations and consisting of standard and eccentric piers, in addition to straddle bents. Beginning from the end of the Airport segment, the alignment remains in the center median of Kamehameha Highway, just Diamond Head of the Middle Street Transit Center Station. While the roadway name changes from Kamehameha Highway to Dillingham Boulevard, the alignment remains in the center median of the roadway until it reaches Waiakamilo Road, where it transitions to the mauka side of Dillingham Boulevard until it reaches Ka'aahi Street. Traveling beyond Ka'aahi Street the alignment crosses over Iwilei Road and onto Nimitz Highway. Traveling along the center median of Nimitz Highway, the alignment passes over Nu'uanu Stream and into the Chinatown and City Center district of Honolulu. Just Diamond Head of Alakea Street, the alignment turns off Nimitz Highway to the makai side of the Halekauwila Street. Between South Street and Keawe Street, the Halekauwila alignment transitions from the makai side to the center of the roadway, utilizing straddle bents allowing vehicular traffic underneath to travel safely through this corridor. 3.0 Procurement Schedule Schedule reflects in correspondence with the Solicitation's RFP package Although attendance is not mandatory, all potential and interested offerors are encouraged to attend.
