HCPSS is interested in receiving expressions of interest from Construction Manager an Architect firms to be selected for our pool of On-call Services Providers for future Capital/Construction Projects. Invitation to architects and construction managers agents to submit an expression of interest in the award of design and management services for forthcoming capital projects required to implement the School Construction Program, as listed in the Board of Education's Proposed FY2025 Capital Budget, dated November 16, 2023. Capital projects are any physical betterment or improvement and any preliminary studies and surveys relative thereto, including, but not limited to, any property of a permanent nature, and equipment needed in connection with such improvement when first erected or acquired. The purpose of this notice of opportunity is to establish a pool of architects and a pool of construction manager agents (CM) from all responses received. All responses from competent and experienced architect and CM firms in the region will be considered. A pool of professional firms, selected and pre-approved, will be established to perform services for a period of three years with two possible one-year extensions. The Board of Education authorizes, in accordance with Policy 6030, the use of an architect and CM pool to be used for the selection of qualified professionals for most projects Applicants for the architect and/or CM services of capital improvement projects must submit one response of interest in the form of U.S. Government Standard Form 330 for each pool (architect/CM) for which interest is being expressed and will be screened and evaluated accordingly. Applicants are encouraged to provide supplemental documents, beyond the standard 330 form, to be used for review of applicant qualification. Designation of the pool and selection of professionals for specific projects will occur through the following process: a) Notice of opportunity to be considered for inclusion in the pool b) Review of submitted expressions of interest to identify pre-qualified applicants c) HCPSS submission of interview documentation to pre-qualified applicants for interview d) Interview of pre-qualified applicants e) Recommendation for selected firms for the pools to the Board of Education f) Recommendation of professional firm to specific capital improvement project Interested firms should demonstrate experience designing and/or managing both K-12 new construction and renovation projects, a strong background in working with educators and community planning groups, and excellent writing skills. The following additional criteria will be used to rank applicants: o LEED or Sustainable Design certification and experience o Project Management certification and experience o Agency Construction Management experience o Information Technology and Telecommunications design experience o Building Information Modeling design experience o Quality Assurance and Safety Management experience o Composition of the local team that will be used for projects The Director of Capital Planning and Construction shall conduct a pre-qualification evaluation within 30 days of the submittal deadline date and forward a list of qualified firms to be considered for selection by the selection committee. As part of its decision-making process, the committee will interview individual firms. By submitting a proposal, your firm agrees that if selected as one of the approved Architect and/or Construction Manager Agents for our School Construction pool of providers, your firm will sign the standard Howard County Public Schools contract for each future project that HCPSS elects to assign to your firm. A copy of the current Howard County Public Schools standard AIA-B132 Architect Contract and Standard AIA-C132 Construction Manager Contracts will be provided for your review. Howard County Public Schools reserves the right to make future modifications to these contracts, as it deems necessary. The Howard County Public School System is under no obligation to respond to any questions that are received after the cutoff date and time. Only answers provided via an addendum issued by the HCPSS will be binding. Under no circumstances are bidders, including third party vendors or their staff, to contact any other HCPSS Staff, employees or any related constituency for purposes associated with this solicitation, including but not limited to, obtaining or providing information. Bidders failing to comply with this requirement may be disqualified. Addenda: If an addendum is issued it will be posted electronically. It is the potential bidder's sole responsibility to regularly visit the HCPSS Bonfire Portal to obtain and acknowledge receipt of all Addenda. It is highly recommended that bidders ascertain if they have received all the addenda issued prior to submitting their proposal. Failure of any bidder to acknowledge any such Addenda or interpretation may not relieve such bidder from obligation under his/her proposal as submitted. Contractors are required to register electronically within five days following notice of award. Maryland law requires local and state agencies to post award notices electronically Advantage This cannot be done without the contractor's self-registration in the system. Registration is free. Failure to comply with this requirement may be considered grounds for default. It is recommended that any interested bidder register electronically Advantage regardless of the award outcome for this procurement as it is a valuable resource for bid notification for municipalities throughout Maryland The method of Contractor Selection has not been Determined at this time.
