Completed plans call for the demolition of a detention facility; for the construction of a detention facility; for the renovation of a detention facility; for site work for a detention facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The work generally consists of renovations of existing spaces to eliminate architectural barriers in existing buildings and site access to existing buildings and miscellaneous related work. Work involves demolition and reconstruction within multiple buildings at project site for handicapped accessibility upgrades primarily at shower, toilet areas, and cells. A new latrine building will be provided in the outdoor exercise area. Site work includes repaving and restriping access aisles, accessible and non-accessible parking stalls, installation of accessible parking signage and wheel stops, concrete ramps and walkway reconstruction, and water and sewer connections to the new latrine building. The estimated construction cost is between $2.5 million and $5 million All interested parties are invited to attend a voluntary pre-bid meeting and the State conducted site visit. Bidders are directed to review the requirements in Articles 2.4, 2.5, and 5.7 of the Interim General Conditions. No other time for a site inspection will be scheduled or allowed. The intent of this project is for work to be conducted in an operational correctional center. Correctional Center staff will be present during construction because of the constant inmate movement and the inability to segregate the work areas from inmate traffic. Bidders shall comply with all access requirements of the facility or the User Agency. Each Bidder shall bring their own flashlight and small tools that may be required to inspect the premises. Bidders and interested parties are required to sign-in and sign out at the meetings to confirm attendance. Check with Project Coordinator. Please e-mail your full name (including complete middle name), date of birth, and social security number directly to the Facility Security Representative, Wallace Kahapea, at wallace.k.kahapea@hawaii.gov at least seven (7) calendar days prior to entry or entry may be denied. Specify equipment, such as cameras, that you wish to bring. Applicants will receive an email notification upon completion of the background check. The estimated value of the public works contract is $250,000 or more and the apprenticeship agreement preference pursuant to Hawaii Revised Statutes 103-55.6 (ACT 17, SLH 2009) shall apply. If awarded a contract in response to this solicitation, offeror agrees to comply with HRS section 11-355, which states that campaign contributions are prohibited from a State and County government contractor during the term of the contract if the contractor is paid with funds appropriated by the legislative body, at any time between the execution of the contract through the completion of the contract. To be eligible to submit a Bid, the Bidder must possess a valid State of Hawaii Contractor's license classification (s) B . *The value for this project is based on a financial range.
