Site work for a sidewalk / parking lot in Youngstown, Ohio. Completed plans call for site work for a sidewalk / parking lot.

Awarding date for this procurement has been scheduled on March 14,2024 Board Meeting.** WRTA is requesting a quote for 8 hip roofed standard 5' x 9' shelters (sizes may vary slightly per manufacturer).Final quantity is dependent upon funds available at time of award and will be confirmed at the time of award. Clear Anodized Aluminum Structure (All aluminum shall conform to the standards of the Aluminum Association) Three Glass Sides with Partial Front Windscreen 1/4" (minimum) Clear Tempered Safety Glass (All glazing shall conform to the American National Standards Institute (ANSI) Safety Standard for Architectural Glazing Materials, Z97.1-1975) Slate Gray (similar colors may be approved) Standing Seam Metal Hip Roof The shelters shall include solar powered lighting. The shelter shall come with all necessary information and parts to be secured to a concrete pad. Information must include concrete pad specifications and detailed assembly instructions. Bidders shall provide drawings and concept photos of proposed shelters for review. INSTALLATION, ASSEMBLY AND FASTNERS Shelters shall have installation instructions in PDF format. All shelter structures and components shall be made of aluminum or stainless-steel materials or other corrosion resistant metals. All fasteners shall be aluminum or stainless steel or a combination thereof and shall be tamper proof. Zinc, carbon steel, plated, or any other "non-corrosive" fasteners will not be acceptable. Self-tapping or self-drilling fasteners are not acceptable. The Manufacturer will provide Stainless Steel fasteners to attach shelters to concrete. Anchor flanges shall be aluminum with a minimum height of five (5) inches to provide up to three (3) inches vertical adjustment for possible un-level site conditions. BENCHES All shelters shall have or supply ADA compliant benches that securely mount to concrete and/or shelter structure. All benches must have anti-vagrant bars. Bench configuration must allow for wheelchair access. GLAZING A. Glazing channels must be aluminum and fully gasketed and will interlock into corner of column. B. Vertical Column Mullions shall be used between all glazed panels. C. Bottom horizontal sill shall be used to support all glazed panels. D. 1/4 " (minimum) Clear Tempered Safety Glass E. Glass will be fully contained on all sides (no exposed edges allowed) DELIVERY AND STORAGE A. Shelter shall be delivered to WRTA in clearly labeled shipping package (i.e. do not bundle similar pieces). Each shelter shall include an individually packaged hardware kit complete with installation instructions. B. Each shelter must be packaged separately for shipping and storage. No mixing of parts between pallets and creates. (i.e. a packaged shelter shall be easily identifiable and labeled so that only one shelter needs to be opened at a time) C. Shelters shall be delivered to WRTA so that they can be stored outside without damage due to weather conditions. WARRANTY A. Manufacturer warrants that the shelters shall be free from defects in parts and manufacture for a period of one year. B. Manufacturer warrants that the shelters shall be free from paint coating peel due to normal weathering for a period of five (5) years. C. Manufacturer shall maintain inventory of replacement parts for ten (10) years after delivery of shelter. SOLAR POWERED LIGHT KITS Interior solar powered light kits shall be fully functional, include a lockable battery box, wiring and controller. All mounting hardware shall be aluminum or stainless steel or a combination thereof and shall be tamper proof. Detailed installation instructions shall be provided in proposal. Final quantity is dependent upon funds available at time of award and will be confirmed at the time of award. A. Solar powered interior light kits for installation on 8 5' x 9' shelter structures. B. Batteries shall be prepared for long-term (five (5) years or longer) storage. Any equipment or material needed to maintain batteries for long-term storage shall be included as a lump sum cost. Detailed storage procedures to be included. C. Delayed Battery Shipment Option: WRTA may consider an order as needed option for batteries over a specified period (minimum of five (5) years) of time. Language for this option would be included in the contract established from this ITB contract language for this option shall be mutually agreed upon by all parties involved. The decision to pursue this option belongs solely to WRTA. Question Submission Deadline:January 22, 2024, 11:00am Results will be posted on the OpenGov procurement portal fallowing the bid opening. All vendors suppling a bid proposal will receive an email with the opening results. In connection with the carrying out of this project, the Consultant shall not discriminate against any employee or applicant for employment because of race, religion, color, sex, age, national origin, or handicap. It is the policy of WRTA to ensure that Disadvantaged Business Enterprises, as identified in 49 CFR Part 26, have an equal opportunity to receive and participate in Department of Transportation (DOT)-assisted contracts. WRTA's current overall goal proposes that 1.74% of contracts will be awarded to certified DBE firms that are available, willing, and able. The Western Reserve Transit Authority reserves the right to reject any and/or all proposals, to re advertise for proposals and to waive any informality in any proposal and to determine the most responsive proposal by its own criteria, as described within the specification. 3.1. Overview of Western Reserve Transit Authority Western Reserve Transit Authority (WRTA) has been providing public transit to Youngstown and the surrounding area for over 50 years. WRTA operates fixed route and paratransit service and countywide services in Mahoning County and a limited fixed route service in Trumbull County. Questions must be submitted using the Question & Answer tab on the OpenGov portal prior to the solicitation question submittal deadline.
