Leon County Government County is seeking civil engineering services relating to the construction engineering and inspection (CEI) for Bridge replacement, minor roadway improvement, sidewalk, contractor administration, and minor drainage improvements at various roadways in Leon County. Pursuant to the Consultants Competitive Negotiation Act, Title XIX, Florida Statue 287.055, the Leon County (County) Purchasing Office hereby solicits Expression of Interest, Statement of Qualification, and Proposal submittals from professional consulting engineering firms (Design Firm or Contractor) who are Prequalified by the Florida Department of Transportation (FDOT) in Work Type 10.1- Roadway Construction Engineering Inspection, 10.3- Construction Materials Inspection and 10.4 Minor Bridge and Miscellaneous Structural CEI. The scope of this project will include the following improvements: Project A: FDOT FPID: 442944-1-52-01. Removal of the existing bridge and construction of a two-lane bridge-culvert crossing with two 11-foot travel lane, one 8-foot shoulder and one 12.5-foot shoulder with trail railing, water line relocation and minor drainage improvement on Miccosukee Road (CR 146) (Bridge No. 550051) in Leon County, Florida. Project B: FDOT FPID: 449079-1-52-01. Removal of the existing bridge and construction of a two-lane bridge-culvert crossing with two 11-foot travel lane, 8-foot shoulder on both side with trail railing, sidewalk, and minor drainage improvements on Springhill Road over Munson Slough (Bridge No. 550054) in Leon County, Florida. Project C: FDOT FPID: 443330-1-52-01. Removal of the existing bridge (twin corrugated steel arch) and construction of a two-lane bridge box culvert crossing with two 11-foot travel lane, shoulder with guardrails and minor drainage improvements on Veterans Memorial Drive (CR 59) (Bridge No. 550012) in Leon County, Florida. The above projects are identified in the Countys Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work. These projects are federally funded with assistance from the FDOT and the Federal Highway Administration (FHWA). By submitting a proposal, the Consultant certifies that they are in compliance with FDOT Procedure No. 375-030-006 (Restriction on Consultants Eligibility to Compete for Department Contracts) and that no principle is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency. Question/Inquiries Deadline:January 29, 2024, 4:00 pm Questions shall be submitted directly through the County e-Procurement Portal . DO NOT Email inquiries. Each respondent shall examine the solicitation documents carefully, including the forms and agreement; and, no later than the last day for questions listed in schedule of events, shall make a written request to the County for interpretations or corrections of any ambiguity, inconsistency or error discovered in the solicitation, including the agreement. The County will prepare a written response to each written question, comment, and recommendation that is delivered to the County prior to the deadline listed in the schedule of events. The Countys written responses will be posted to this solicitation. The County will not be responsible for oral clarifications. No negotiations, decisions or actions shall be initiated or executed by the proposer as a result of any discussions with any County employee prior to the opening of proposals. Only those communications which are in writing from the County may be considered as a duly authorized expression on the behalf of the Board. Also, only communications from firms which are in writing and signed will be recognized by the Board as duly authorized expressions on behalf of respondent. Each respondent shall be deemed to have waived all questions, comments, and recommendations that are not submitted to the County in compliance with this section. Sealed bids, proposals, or replies received by the County pursuant to a competitive solicitation are exempt from public records disclosure until such time as the County posts an intended decision or until 30 days after opening of the documents, whichever is earlier. If the County rejects all Proposals submitted in response to this RFP, the rejected Proposals remain exempt from public records disclosure until the County posts an intended decision or until the County withdraws the reissued Proposal. Proposals received by the County pursuant to this RFP will not remain exempt for longer than twelve (12) months after the County rejects such Bids. The purpose of the Pre-Proposal Meeting is to provide a forum to answer questions concerning the RFP, instructions for submitting proposals, and other relevant issues. In the event that any discussions or questions at the Pre-Proposal Meeting require, in the Leon County's opinion, official additions, deletions, or clarifications of the RFP, Leon County will issue a written summary of questions and answers or an addendum to this RFP as the Leon County determines is appropriate. No oral representations or discussions, which take place at the Pre-Proposal Meeting, will be binding on Leon County. The Respondents will be instructed to direct all questions after the meeting to Leon County e-Procurement The County reserves the right to reject any and/or all proposals, in whole or in part, when such rejection is in the best interest of the County. Further, the County reserves the right to withdraw this solicitation at any time prior to final award of contract. The method of Contractor Selection has not been Determined at this time.
