The City of Park Ridge would like to receive proposals from well qualified firms professional engineering services to complete design, prepare documents, and provide Phase III oversight for four green alleyways per the specifications found in this document. The City of Park Ridge (City) invites qualified engineering firms to submit cost proposals for professional engineering services to complete engineering project design, prepare contract documents and provide Phase III oversight for the 2024 Green Alleys Engineering Services PW-24-05. Each firm submitting a proposal for this work shall be hereinafter referred to as a "Consultant." The City intends to enter into a contract with the chosen Consultant. The selected Consultant must have the expertise, experience, and demonstrated resources available to perform the work described in this RFP. Should an award be made, the selected Consultant (or Consultant as referred to in this RFP) will enter into a professional services agreement with the City of Park Ridge to provide these services. SCOPE OF WORK The City of Park Ridge has identified four undeveloped alleys within the City to be paved as Green Alleys. The four alleys selected are: The alley from S. Rose Avenue to S. Hamlin Avenue between Garden Street and Des Plaines Avenue - approximately 640 feet in length The alley from Vine Avenue to S. Washington Avenue between W. Talcott Road and Talcott Place - approximately 425 feet in length The alley from S. Clifton Avenue to S. Cumberland Avenue between Prairie Avenue and W. Crescent Avenue - approximately 415 feet in length The alley from Stewart Avenue to Belle Plaine Avenue between S. Clifton Avenue and S. Approval by City Council FEBRUARY - MARCH 2024 Tentative Final Selection: February 8, 2024 Tentative City Council Award: March 4, 2024 Any communication regarding this invitation between the date of issue and date of award is to be in writing and directed to the Procurement Officer. Answers to questions submitted in writing may be distributed as an addendum to this Invitation to Proposal. Unauthorized contact with other City Employees is strictly forbidden. After the proposals are opened no proposer may communicate with the City about the contents of their proposal or any other proposal except in response to direct questions. Four (4) printed copies and one (1) electronic version on a flash drive, of the proposal must be submitted in a sealed envelope or box bearing the name of the Consultant, marked 2024 Green Alleys Engineering Services PW-24-05. The Park Ridge City Council will accept one of the proposals or reject all proposals within sixty (60) calendar days, or within ninety (90) calendar days where approval by other agencies is required, from the date of opening of proposals, unless the lowest responsive and responsible Proposer, upon request of the City, extends the time of acceptance to the City. The contract will be awarded to the lowest responsive and responsible Proposer based on the City's reasonable evaluation of the Proposals according to the criteria herein described (hereinafter "Successful Proposer" or "Contractor"). Any Proposer in doubt as to the true meaning of any part of the specifications and contract documents may submit to Procurement Officer, Park Ridge, Illinois 60068 a written request for an interpretation thereof. No oral comments will be made to any Proposer as to the meaning of the General or Special Conditions or other any contract documents. The person submitting the request shall be responsible for its prompt delivery. Questions received less than 48 hours prior to Proposal Due Date cannot be considered. Such interpretation will be made only in the form of a written addendum duly issued by Procurement Officer. A copy of such addendum will be emailed to all registered Proposers. Failure on the part of the prospective Proposer to receive a written interpretation prior to the time of the opening of proposals will not be grounds for withdrawal of their Proposal. The Proposer shall acknowledge receipt of each addendum issued in the space so provided in the Proposal. Addenda may modify or interpret the proposal documents and will become part of the Contract Documents when the Contract is executed. Subsequent addenda shall govern over prior addenda only to the extent specified. Any references in these specifications to manufacturer's name, trade name, or catalog number (unless otherwise specified) is intended to be descriptive but not restrictive and only to indicate articles or materials that will be satisfactory. Proposals on other makes and catalogs will be considered, provided each Proposer clearly states on the face of their Proposal exactly what is proposed to be furnished. Unless so stated in the Proposal, it shall be understood that the Proposer intends to furnish the item specified and does not propose to furnish an "equal". The City hereby reserves the right to approve as an equal, or to reject as not being an equal, any article the Proposer proposes to furnish which contains minor or major variations from specification requirements. The initial term of this contract is for one (1) year which takes effect upon the date of Park Ridge City Council approval. The method of Contractor Selection has not been Determined at this time.
