Site work and new construction of a mixed-use development in Hollywood, Florida. Completed plans call for site work for a playground / park / athletic field; for the construction of a 7,700-square-foot pre-engineered storage facility; and pre-engineered storage facility.

The purpose of this ITB is to secure a qualified contractor to provide labor, materials, equipment, insurance, and incidentals to install a new metal shelter over the basketball court at Driftwood Park located at 3300 NW 77th Avenue Davie, FL 33024 as indicated on the attached plans. All Work shall be performed in compliance with the latest edition of all applicable codes, including, but not limited to, the Florida Building Code (2014 Edition), the Town of Davie Land Development Code, the Town of Davie Code of Ordinances, and the Broward County Code of Ordinances. All Work shall meet or exceed the standards of the industry for workmanship. This project is subject to the requirements of the Build America, Buy America (BABA) Act, 41 USC 8301. Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance", iron and steel products are included in the phased implementation timeline for the CDBG Program. The address of the site is 3300 NW 77th Avenue Davie, FL 33024. The limits of the installation shall be as shown on the attached plans. A. The scope of work shall be as follows: Supply and install a 120'x64' steel frame metal-clad shade structure over the existing basketball court. The contractor shall take and confirm all necessary field dimensions. Shade Structure Square Footage is 7,700 sf B. Work Includes: 1. Structural The Structural Scope of work includes but is not limited to: a. Demolition/removal of the existing 10' tall chain link fence indicated on the contract plans. b. Excavate and pour columns foundations of the size and configuration required by the drawings. c. Install 120'x64' shade structure as shown on the attached drawings. d. Patch asphalt at the foundations to the same elevation as the existing asphalt. e. Prepare and coat the basketball court as required on drawing sheet G-100 to match the existing color scheme and striping. f. Install new 6' vinyl coated chain link fence around the perimeter of the new structure. g. Regrade and re-sod the perimeter of the court and all areas affected during the construction of the structure. For additional information, refer to the construction drawings. 2. Electrical Electrical Scope of work includes but is not limited to: a. Demolition/removal of all existing light fixtures, outlets, panels, and associated electrical devices marked for removal on the drawings. Abandon the existing conduit in place and pull and dispose of electrical wiring accordingly. b. Furnish and install new light fixtures as indicated on the electrical drawings. Work shall include new interior and exterior light fixtures including normal and emergency lighting and lighting control. c. Contractor is required to provide all materials and labor required to complete the electrical work. d. Furnish and install new electrical equipment as indicated on the electrical drawings. Work shall include new electrical outlets, disconnects, and panels. e. Refer to electrical documents and set of drawings for complete electrical scope of work. Pursuant to Town Code Section No. 2-320 and section 1.49 of the terms and conditions, a Cone of Silence is hereby imposed on this solicitation. The cone shall be in effect until such time of award by the Town Administrator or the Town Mayor and Council. The sign in sheet will be available up until the commencement of the pre-bid conference. Bidders are required to sign in PRIOR to the start of the conference. No one will be permitted to sign in after the meeting starts. Failure to do so will deem bidder absent to the pre-bid conference and ineligible to respond to this solicitation. In the event of a site visit, vendors are required to initial on the sign in sheet at the beginning and the end of the site visit, to ensure that everyone is safe and accounted for. If the site visit includes multiple locations, vendors are required to initial at the beginning of the visit at the first location and initial at the end of the visit at the last location, to ensure that everyone is safe and accounted for. This is a Community Development Block Grant (CDBG) Funded Project. The Town encourages participation from small businesses, women's business enterprises, minority-owned firms and labor surplus area firms pursuant to Federal and State law as outlined in 2 C.F.R. Part 200.321. This provision (the "six affirmative steps") shall be adhered to and incorporated into this solicitation and contract by reference. If subcontracts are to be let, through a prime contractor, that contractor is required to take the affirmative steps as detailed in the referenced statutes and furthermore herein. The Davis-Bacon Act (DBA) 40 USC 276a-276a-5 provides that contracts in excess of $2,000 to which the United States is a party for the construction, alteration, and/or repair, including painting and decorating of public buildings or public works, which involve the employment of laborers and/or mechanics shall contain provisions with respect to minimum wages, fringe benefits, payments without deductions or rebates, withholding funds from contractors to ensure compliance with the wage provisions, and termination of the contract, or debarment for failure to adhere to the required provisions herein. Neither contractor, nor their listed subcontractors are eligible to receive grant funds if the contractor or subcontractor is listed on the federal Excluded Parties List System (EPLS), and/or through SAM.gov. The Town of Davie reserves the right to reject any and all submissions, to waive any and all irregularities in any submission, and to make awards in the best interest of the Town. No work will be paid for until all work has been inspected and approved by the Town of Davie. Time is of the essence and $500.00 a day liquidated damages may be assessed for every calendar day the project is late. Work shall begin upon receipt of the Notice to Proceed, issued to the Contractor by the Town of Davie. The contractor shall have one hundred and fifty (150) calendar days from the date of the Notice to Proceed to achieve substantial project completion. After substantial completion is reached the contractor shall have thirty (30) calendar days to complete the project closeout in its entirety. Any contract, as a result of this ITB, will be submitted to Town Administrator for considerations and may be submitted to the Town Council for their approval. The Contract award, if any, shall be made to the Bidder whose bid shall be deemed by the Town to be in the best interest of the Town. The Town's decision to make the award and which bid is in the best interest of the Town shall be final.
