The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide large diameter sanitary sewer rehabilitation services. The diameters of the collection system typically range from 15-inches to 60-inches but may include larger diameter sanitary sewers for the Job Order Contracting Services as described below. Up to five contractors may be selected for this JOC. A Small Business Enterprise goal of 2.5% has been established for this project. At a minimum, the Contractor will be expected to successfully perform the following construction services, including, but not limited to: The JOC program is for construction services of the City of Phoenix wastewater collection system, utilizing primarily the cured-in-place (CIPP) felt and resin lining process. Other approved materials may be used in lieu of CIPP. Occasionally, the work may include dig and replace in lieu of CIPP lining of existing pipe. The work locations will be citywide. Work could include, but is not limited to: Sewer cleaning Pre and post pipe CCTV Bypass pumping Spot repair Liner repair Installing CIPP structural liner Cleanout replacement/removal Manhole repairs or replacement Pavement restoration Odor control Traffic control Obtain permits as required Landscape restoration Other services as required to support successful completion of the work and the Citys interest This will be for a 36-month duration or $12,000,000 per JOC, whichever occurs first. The JOC will include an option to renew, based on the Contractors satisfactory performance, the Citys need for additional services, and funding availability. The option to renew will be for an additional 24-month term or the balance of the maximum contract amount of $20,000,000, including all JOC amendments. The City intends that each Job Order Agreement (JOA) issued under this JOC will not exceed $4,000,000 in construction costs, but in no event will any JOA exceed $4,000,000 subsequent to Council approval of the change in limits. The Contractor is required to provide performance and payment bonds for the amount of each Job Order proposal prior to executing the Agreement. During the term of the JOC, work is performed as a series of individual Job Orders. Each Job Order Agreement, initiated by the City, is defined cooperatively by the City and the Contractor. A scope, schedule, and price are agreed upon, and the Contractor is directed to proceed with the work. JOAs may include pre-construction services, construction work, project management and contract administration as comprised within the Contractors construction management plan.
