"Public Work" shall also mean construction, reconstruction, demolition, alteration, custom fabrication or repair work, done on any property or premises, whether or not the work is paid for from public funds, if, at the time of the entering into of the contract the property or premises is owned by the public body. Under the scope of this amended policy, the County hereby encourages contractors (and sub-contractors) bidding on Public Works projects to: Make a good faith effort to employ county residents for all county contracts. Make a good faith effort to hire minority and female craftspeople. Ensure an apprentice should be utilized for each trade classification, assuming appropriate journeyman to apprenticeship ratios can be achieved. Provide their employees sufficient training with regular updates on all work rules, in addition to the required apprenticeship and OSHA training. Each bidder shall be required to submit a Bid Security in the amount of 10% of their bid (but not over $20,000.00) with their bid. Each bidder shall also be required to submit a Consent of Surety with their bid.
