ATH-Uptown Area Improvements, Phase 1 The project includes pavement marking updates, signal improvements, lighting improvements, sidewalk improvements, and accessibility improvements in the City of Athens. The work will take place on State Street, between Congress Street and College Street, on Mill Street, from State Street to College Street, on Washington Street, from Congress Street to College Street, and on Union Street, from Congress Street to College Street. The Engineer's Estimate for the Base Bid and Additive Alternate 1 is $2,292,386.92. It shall be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier's check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within thirty (30) days after notice of acceptance. A performance bond of one hundred percent (100%) of the amount of the contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the contract. The contractor must be ODOT pre-qualified. Only prequalified contractors will be eligible to submit bids for construction projects. Prequalification status must be in force at the time of bidding, the time of sale, the time of award, and through the life of the construction contract. For work types that ODOT does not prequalify, the City of Athens will select a qualified contractor. Subcontractors are not subject to the prequalification requirement. The Contractor must comply with the Federal Prevailing Wage Rates on public improvements in Athens County as ascertained by the State of Ohio Department of Industrial Relations under the Davis-Bacon Act. The Contractor must comply with the Federal requirement for utilizing Disadvantaged Business Enterprises (DBEs) for this project; the assigned minimum DBE goal is seven percent (7%). The Contractor must comply with US Iron and Steel requirements per 23 CFR 635.410 and ORC 153.011 and 5525.21.
