PROJECT INTRODUCTION: In accordance with IC 5-23-5, the Mooresville Parks and Recreation District a Department under the Town ofMooresville, Indiana (the "Park"), invites any and all qualified parties to submit Proposals and Statements ofQualifications to develop, construct, and/or transfer park improvements (the "Project") in the Town under a public-private partnership. The purpose and intent ofthe Project is to fulfill the Park's obligation to enhance the quality oflife for the citizens ofthe Town. PROJECT SCOPE: The selected proposer will provide all development services, site work, labor, and materials to construct the Project. Please note that the Park has already selected a design partner under a separate procurement, and, therefore, responses should not include a design partner. The scope ofthe Project is not fully determined. The final Project scope will be determined through a scoping period with the selected proposer, during which the selected proposer will be required to provide analysis to create a final scope, design-assist services, and a guaranteed budget. The scope is anticipated to include renovations to an existing structure, as well as newly constructed amenities and infrastructure. The scoping period is anticipated to be a very intense and fast-paced process, to achieve a guaranteed price and final schematic design in late Spring, 2024 in order to accomplish a construction groundbreaking in Summer, 2024. Upon receiving satisfactory scoping period deliverables from the selected offeror, the Park will move forward with the Project and selected offeror via resolution or ordinance at a public hearing to complete the construction and development ofthe Project. If(1) the selected offeror is unable to produce satisfactory deliverables including a desirable budget, or (2) the Park determines that the Project is not necessary or wise based on the results ofthe scoping period, then the Park will begin a new scoping period with another offeror or cancel this RFPQ process altogether. In either event, the resulting scoping period deliverables will be solely owned by the Park, and the Park may use the information from the scoping period deliverables for its use and benefit. Further, the Town reserves the right to pursue additional or alternate procurement processes ifnecessary. PROPOSAL EVALUATION: The Park has formed a committee to review the proposals received. The criteria which will be utilized in evaluating proposals are as follows: A) Your experience developing similar projects. B) Your demonstrated ability and capacity to perform the work, including your reputation as indicated by your references for performing this type ofwork. C) Your approach to developing the project. D) Your proposed fees during the scoping period. Submittal Requirements At a minimum, the Statement ofQualifications should include the following items: A) Cover Letter: Indicate your interest in providing the services outlined in the RFPQ and any unique qualifications that the selection team should take into consideration. The letter also should include the contact information for the primary point of contact during the RFPQ evaluation process who is authorized to negotiate on behalfofthe firm or individual. B) Overview: Include information on the lead consultant and any sub-consultants included in the team. Please identify the type oforganization (corporation, partnership, etc.). Also, include relevant technical capabilities and similar experience. Provide key information that provides the review committee with a snapshot ofyour organization and what you do. C) Project Understanding and Approach: Provide a statement demonstrating your understanding ofthe project and your approach to completing the Scope ofWork. Explain how the team will leverage work that has been previously achieved to complete the project efficiently and effectively. D) Project Overview: Provide statements demonstrating the approach for every location/department as identified in the proposed scope ofthis RFP. This should include overview maps like the ones shown in the appendixes ofthis RFP. A timeline ofthe completion ofthe job from start to finish, and finally manufacturer origin documentation. (Any hardware origins from China will not be considered.) E) Project Fees Overview: The scoping process may have a somewhat long duration in which time the selected proposer would need to prepare construction/scope analysis, design-assist materials, and a guaranteed budget sufficient for the Park to make a decision on proceeding (or not) with the Project and/or with the selected proposer. Please identify fees that may be requested by your team during this process. You may offer hourly rates, an overall lump sum, or multiple lump sums segregated by task. Selection Criteria
