Site work for a mixed-use development in Janesville, Wisconsin. Conceptual plans call for site work for a playground / park / athletic field.

The purpose of this document is to provide interested parties with information to enable them to prepare and submit qualifications for professional services to produce a preliminary design, final design, all construction documents, and project management services for six (6) lighted pickleball courts with fencing, and an approximately 375 lineal foot walkway at Riverside Park. The project assumes new underground electrical lines will need to be installed from the existing electrical service to the new courts. The existing electrical control panel has enough capacity to add new circuits. Refer to the attached conceptual plan completed by the City of Janesville to serve as a general idea of the project. The City desires to work with a consultant who understands the design and construction of pickleball courts along with the current trends of the sport. The consultant will be asked to work with City staff and a community stakeholder group to design an efficient and cost-effective project. Scope 1.3.1 Project Scope The scope of work outlined below is to be used as a general guide and is not intended to be a complete list of all work to complete the project. Proposing teams may suggest a modified scope as part of their proposal. The proposal should include, but not be limited to, the following tasks: 1. Survey a. Coordinate Digger's Hotline request for all utilities. b. Conduct a topographic survey and collect field data for the project. c. Set appropriate horizontal and vertical control to be used during design and construction phases. Include horizontal and vertical control information on the plans. 2. Geotechnical Evaluation a. Conduct soil borings to evaluate existing soil conditions and make a recommendation for a proposed pavement and base aggregate section. 3. Preliminary Design a. Review the City's concept drawing and develop a preliminary design after verifying pickleball court dimensions, geometry, etc. Preliminary design should include recommendations from the consultant on any suggested revisions to the City's concept drawing. b. Compile opinion of probable construction costs. Costs should include total project-level costs (i.e., construction, construction contingency, furnishings & equipment, and soft costs). c. Present preliminary design to City staff for review and feedback. The Consultant will incorporate City review comments before meeting with the community stakeholder group. 4. Final Design a. Refine preliminary design plans into final construction plans. Final plan is set to include a minimum of the following: i. Title sheet ii. General Notes and detail sheets iii. Erosion control iv. Grading Plan (contours and spot elevations) v. Site Plan vi. Electrical Plan b. Provide a detailed list of proposed furnishings and equipment (i.e., furniture, netting, etc.) with technical specifications to be purchased directly by the City. The construction documents will outline whether the contractor or City installs these items. c. Assemble construction plans, construction details, special provisions, technical specifications, bid items/quantities, and bid forms for inclusion with the City's front-end bidding documents. The City will assemble documents into the final bid package. d. Update opinion of probable construction costs. Costs should include total project-level costs (i.e., construction, construction contingency, furnishings & equipment, and soft costs). Feb. 7, 2024 Select consultant and begin negotiations with the consultant.(estimated) Feb 19, 2024 Begin Design (estimated) March 20, 2024 Preliminary Plans submitted to City for Review April 19, 2024 Final Plans submitted to City for Review April 29, 2024 Deliver Bid documents to City May 1, 2024 Issue Plans for Bidding May 22, 2024 Open Bids June 10, 2024 Council Considers Award Summer/Fall 2024 Construction Completed 1.8 Contract term and funding The successful firm will be required to sign a standard City of Janesville Consultant Services Agreement. This contract for professional services will be funded through General Fund Borrowing. Qualifications organization and format The Proposals should be submitted on 8.5 by 11-inch page size.
