Remodeling and renovation of a military facility in Everett, Washington. Completed plans call for the remodel of a military facility; and for the renovation of a military facility.
A. DISASSEMBLE IAF-1 1. IAF-1 is one of two Induced Air Flotation systems onboard Naval Station Everett. Contractor shall ensure minimal encroachment on IAF-2 occurs and there is little to no disruption to day-to-day activities. IAF-2 will not be rendered out of service for more than 12 hours if needed to support this contract and shall be coordinated with government personnel for approval at least 48 hours in advance. 2. Disassemble IAF-1 until all consumable parts to be removed and replaced are vacant, allowing the remaining main structure to be sandblasted, cleaned, tested and coated prior to reassembly. 3. The following components shall be removed in their entirety and disposed of to allow for replacement: Impeller Motors Motor Belts Impeller Pillow Block Bearings Motor Base Plate Gaskets Impeller Teflon Blocks Skimmer Torque Limiters Skimmer Motors Skimmer Motor Couplers Skimmer Teflon Blocks Skimmer Paddles Shafts Skimmer Paddles Seal Rings Door Gaskets Anodes Pressure and Vacuum Relief Valve Inlet and Outlet Valves Inlet and Outlet Valve Actuators Corroded Conduit All associated materials to these components and any additional hardware that appears worn and unserviceable 4. Contractor will field verify all components and materials stated herein prior to submitting proposal. 5. Contractor shall be responsible for all electrical disconnections and adherence to all lock out/tag out (LOTO) procedures. B. CLEAN AND PREP FOR REASSEMBLY 1. Contractor shall clean IAF-1 main structure in its entirety to allow for sandblasting to occur. 2. Contractor shall sandblast all interior and exterior metal surfaces to bare metal. a. Remove all hardened sludge and calcareous materials. b. Ensure all paint has been removed. c. Conduct ultrasonic thickness measurement testing. d. Patch any areas that present potential to disrupt functionality of IAF-1 due to inadequate metal thickness. i. Various interior portions are lined with ENGARD 482 EPOXY and welding to these areas will result in serious damage to the lining material. Contractor shall take all necessary precautions to patch sections as needed. C. REASSEMBLE AND CONDUCT TESTING 1. Coat all interior and exterior metal surfaces. Primer shall not be applied via the brush and roller method. Physical samples for color shall be provided to the government for acceptance. a. Primer shall be applied to all exterior surfaces and be of epoxy polyamide type and consist of a gray color with a semi-gloss finish. b. The exterior middle coat is to be of solventless, three component, aggregatefilled cross linked epoxy type and consist of a brown color with a high gloss finish. Shall be specifically rated for exposures in water, crude oil, aromatic distillates, salt water and unblended gasolines. c. Exterior top coat is to be of aliphatic acrylic polyurethane type and consist of a brown color and a gloss finish. Shall be specifically rated for use in industrial markets and provides a smooth, durable finish that has superior resistance to corrosion, abrasion and chemical exposure. d. Interior coating will be two coats a minimum and be of a high solids phenolicepoxy and consist of a light grey color with a semi-gloss finish. Shall be specifically rated for high performance, high solids and recommended for a variety of petroleum storage products including 180 degree Fahrenheit crude oil, demineralized water up to 150 degrees Fahrenheit, crude/water mixtures, gasohol, ethanol, fuel oil, jet oil, biodiesel and gasoline. 2. Reassemble IAF-1 with new using like and kind replacements of the materials and components that were removed upon disassembly. Contractor will ensure all painted surfaces had proper time to cure and adhere prior to reassembly in accordance with manufacturers specifications. a. The following components shall be installed with new in their entirety: Impeller Motors Motor Belts Impeller Pillow Block Bearings Motor Base Plate Gaskets Impeller Teflon Blocks Skimmer Torque Limiters Skimmer Motors Skimmer Motor Couplers Skimmer Teflon Blocks Skimmer Paddles Shafts Skimmer Paddles Seal Rings Door Gaskets Anodes Pressure and Vacuum Relief Valve Inlet and Outlet Valves Inlet and Outlet Valve Actuators Conduit All associated materials to these components and any additional hardware that was removed. 3. Contractor will provide and install with new a heat trace system for approximately 30 inches of outlet/discharge piping to prevent freezing on both IAF-1 and IAF-2. Only one IAF may be tagged out at a time. If heat trace install requires the system to be tagged out, install must alternate to keep one system operational at all times. 4. Contractor shall be responsible for all electrical connections and adherence to all lock out/tag out (LOTO) procedures. 5. Contractor will perform operational functions check with government representative to ensure IAF-1 is operating correctly in accordance with manufacturer specifications. ELECTRICAL 1. Field verify all existing voltages and physical conditions prior to ordering materials. Bring to the attention of the Contracting Officer any differences noted between field conditions and the scope of work. All work shall comply with the current edition of the National Electrical Code. Qualifications of Installer: 1. The installation supervisor shall be an authorized representative to install the materials specified. Mechanics shall be employees of, or approved by, the authorized representative, and skilled and experienced in the removal and installation of the material required for this project.
