The City of Morro Bay ("City") is requesting a proposal from qualified firms, consultants, or individuals ("Consultant") to submit written proposals to inspect and assess the condition of various revetment sections and seawalls in and around the Harbor in the City of Morro Bay. No Consultant shall discriminate in employment practices on the basis of race, color, national origin, ancestry, disability, gender, or religion. No qualified handicapped person shall, on the basis of handicap, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination in any matter leading to the award of a contract. The Consultant shall be responsible for preparing an effective, clear, and concise proposal. Proposals received after the date and time specified will not be considered. Each proposal must be submitted to the City Clerk's Office in a sealed envelope plainly marked with the proposal title and bidder name. Also, submit the not-to-exceed project budget and fee proposal in a separate sealed envelope labeled "COST PROPOSAL" containing a separate thumb drive with an electronic version of the Cost Proposal. There is no expressed or implied obligation for the City of Morro Bay to reimburse the responding firms for any expenses incurred in preparing proposals in response to this request. The City reserves the right to reject any or all proposals submitted, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted, and to award the contract according to the proposal which best serves the interests of the City. All proposals will be compared on the basis of understanding the scope of work to be performed, methods and procedures to be used, management, personnel and experience, and consultation and coordination with the City. Any changes, additions, or deletions to this Request for Proposal will be in the form of written addenda issued by the City. Addenda will be posted on the City's website where the RFP is posted. Prospective consultants must check the website for addenda or other relevant new information during the response period. The City is not responsible for the failure of any prospective consultant to receive such addenda. All addenda so issued shall become a part of this Request for Proposal.
