The City of Cincinnati, Ohio, (hereinafter referred as "City") is issuing this Request for Qualifications (hereinafter "RFQ") pursuant to the provisions of the Cincinnati Municipal Code (CMC), Chapter 321 and City Manager Administrative Regulation 23 for Professional Services, from parties (hereinafter "Offerors) to join an established pool of Ohio Licensed Lead Abatement Contractors and Workers to assist the City in meeting the goals of the City of Cincinnati Lead Paint Hazard Control Program's federally-funded U.S. Department of Housing and Urban Development (HUD) Lead Hazard Control Grant ("The Grant Program"). The Offeror shall provide lead paint hazard control (LHC) work and associated repairs under Healthy Homes (HH) funding. Approximately 200 units will be addressed by the pool every three years, with the focus on single and multi-family residential units. The term of the agreement shall run concurrently to the agreements of the established contractor pool. The initial term of the agreement shall begin on March 4, 2024, and end on December 31, 2024. There will be two (2) optional twelve-month renewal periods for a potential contract term through December 31, 2026. An Offeror pool was established for lead hazard control and healthy homes interventions of approximately 200 single and multi-family residential units constructed prior to 1978 and located within the City. Offerors selected in response to this RFQ will join the established contractor pool. All work under this contract must be performed by contractors and workers who hold a valid Ohio lead abatement license and who are certified under the EPA's Renovation, Repair, and Painting rule. All units will be pre-approved by Grant Administration before acceptance into the grant program. All units will be completed according to the approved work specifications. Interim Lead Hazard Control work will include but is not limited to: paint stabilization; specialized cleaning; seeding and/or mulching of soil; treating leaded doors and components; and stabilizing prior to carpeting leaded floors. Lead Hazard Abatement methods to be used will include: removing and replacing components; window replacement (except when historical buildings, or fire code, requires existing window treatment of friction/impact surfaces, including stripping sashes, adding jamb liners, and covering wells); stripping of friction/impact surfaces; enclosing leaded surfaces with drywall or luan as appropriate; removing lead paint and re-sealing; soil removal; and replacement of leaded components. Only Energy Star(TM) appliances, components, and building techniques will be employed under this contract. Minimal housing intervention activities that are specifically required to carry out effective lead hazard control and without which the lead hazard control cannot be completed, maintained, and sustained are eligible project costs. Minimum housing interventions include repairing leaking plumbing, reduction of moisture intrusion, repairing flashing of roofs, installation of deadbolts/locks for site protection, and repairing or replacing defective gutters and downspouts. All minimal housing intervention activities must be approved by Grant Administration in advance of the project and included in the work specifications. Additional work may be included under the supplementary Healthy Homes funding. This work may include but is not limited to, installation of handrails, repair/replacement of steps, addressing trip hazards, plumbing repairs, tuck pointing as needed, gutter and roof repair including weatherization activities, installation of fire and/or CO detectors, structural repairs/replacement of columns, walls and/or floors, addressing radon mitigation, and replacement of concrete trip hazards. All Healthy Homes interventions will be included in the work specifications. The average project cost will be on average $11,150 per unit. Multi-family projects consist of multiple units. The relocation for any unit is expected to average 7 working days and specified in the submitted bid for each unit. In order to be accepted by the City, all work must be completed by properly licensed and certified personnel in a timely, workmanlike manner. All work will be addressed as written in the Final Work Specifications for each project once a Notice to Proceed has been issued.
