As of February 25, 2025, an engineer has been identified. Construction started in May 2024 and expected to last 10-12 months. General contractor not identified. The City of Wheaton is seeking a Request for Proposal from professional engineering firms for Phase III Construction Engineering Services for the Gary Avenue Reconstruction Project. This project is funded in part using Local Agency Functional Overlay (LAFO) funds which includes construction engineering. The packet contains a detailed description of the project, conflict of interest form, and specific requirements for the format and content of submission. Inquiries and/or questions pertaining to the provisions and specifications of this proposal package shall be directed to the Procurement Officer, in writing at twalters@wheaton.il.us. Questions will be accepted until Tuesday, January 30, 2024, at 12:00 pm (CST). No questions will be accepted or answered verbally. The scope of services includes Phase III construction engineering services for oversite of the reconstruction of Gary Avenue between Jewell Road and Gary Avenue. Gary Avenue is a main north and south arterial roadway which connects the north half of the City and serves as a principal access into downtown Wheaton. This project includes construction of a multi-use pedestrian and bike path, installation of curb and gutter, widening of a culvert structure at the creek, and installation of traffic signals at the intersection of Prairie Avenue. Also included is the replacement of several sidewalks at the adjacent intersections for ADA compliance and material testing to ensure compliance with State specifications. The budget for this work is $500,000. The City Department of Engineering has a Director of Engineering, one (1) senior engineer and one (1) project engineer who will handle the daily management and administration of the project. The Department of Engineering will work with the City Procurement Officer to solicit engineering services.
