7096, 9104 Milwaukee Public Schools (MPS) is requesting proposals for Owners Representative - 2024 MKE REC Facility Projects at Three Sites in the City of Milwaukee, Various, Milwaukee, WI. MPS HUB and Student Employment / Participation requirements are as stated within the proposal documents. All questions should be submitted in writing prior to 4:00 PM on Tuesday, January 30, 2024 to DFMSProcurement@milwaukee.k12.wi.us or fax number (414) 283-4682, attn. DFMS Procurement. No questions will be answered after that date and time. No questions will be answered verbally. No verbal information from any source is to be relied upon by any respondent in the development of their response to the RFP. Written questions and responses will be documented by way of addenda, which will be forwarded to all bidders. Summary of Scope of Work A. Milwaukee Recreation has approximately $14,900,000 to upgrade three (3) recreation facilities: Modrzejewski Playfield, Emigh Playfield and Lincoln Playfield. B. MPS is seeking responses to this Request for Proposal from firms that can assist Milwaukee Recreation staff to ensure that MPS and Milwaukee Recreation goals and objectives are met, ensure the projects are delivered on-time and on-budget at the level of quality expected by MPS. C. The intent of this RFP is to obtain proposals that identify Consultants and their team members, their experience, approach and a fee proposal for the requested Section 3 - Scope Of Services of the RFP D. Proposals will be reviewed and a contract will be awarded based on the Part 1.6 - Evaluation Criteria of this RFP. For complete contract agreement terms and conditions, refer to Part 6.1 - Contract Agreement. E. Tasks may include but not be limited to due diligence, construction document reviews, project inspection, schedule management, budget management, payment management, quality control and closing out projects. F. The Owners Representative will assist MPS by providing overall program oversight, provide additional support staff to monitor and inspect projects as they are developed and proceed through construction, grant administration assistance, and other services as deemed necessary for the successful completion of approximately $14.9 million dollars of construction projects. G. Projects 1. Modrzejewski Playfield Renovation: Modrzejewski Playfield is located at 1020 W. Cleveland Avenue along the Kinnickinnic River. The proposed improvements include fieldhouse renovation, basketball courts, sports field and play equipment, bioswales and ADA upgrades. a. Budget: $4,700,000 b. Emigh Playfield Renovation: Emigh Playfield is located at 495 E. Morgan Avenue. Proposed improvements include tennis/pickleball courts, fieldhouse renovation, play equipment and ADA path loop. a. Budget: $4,600,000 b. Attachments: DD Drawing Set - Emigh Playfield c. Design Consultant: Ayres Associates 3. Lincoln Playfield Renovation: Lincoln Playfield is located at 300 W. Lincoln Avenue. The site is located along the Kinnickinnic River and is within the Harbor District. Proposed improvements include tennis courts, basketball courts, sports field, fieldhouse renovation, river walk path, and overlook, and kayak access to the river. Funding for this project includes an Outdoor Recreation Legacy Grant, which is applied only to the improvements along the river so this project requires two sets of accounting and invoicing for grant and non-grant funded material and construction. a. Budget: $5,600,000 b. Attachments: 100% CD Drawing Set - Lincoln Playfield c. Design Consultant: site design group, ltd 1.3 Summary of the Milwaukee Public Schools A. MPS' reported enrollment for the 2022-23 school year is 67,500 and the racial profile is 90.7% nonwhite. Data indicates the following enrollment percentages: American Indian (0.4%), African American (49.8%), Hispanic (28.1%), Asian (0.4%), Hawaiian/Pacific Islander (0.1%), White (9.3%) and two or more (4.0%); 19.1% are students with disabilities and 14.5% are English learners. Milwaukee Public Schools currently manages approximately 17.3 million square feet of facilities at 206 sites consisting of 142 school buildings, 8 support buildings, 41 recreational sites, 4 stadiums, and 7 vacant buildings, comprising 1,271 acres of real estate. The average age of the school buildings is near 70 years old with 60 plus schools being built prior to 1930, including nearly 30 that are 100 or more years old. B. About 73.42% are economically disadvantaged students and qualify for free/reduced lunch, which is an indicator of the number of children living in poverty. Individually, 25 (16.0%) of the District's 156 schools have free or reduced lunch rates of 90% or more and nearly 56.4% of all school sites have free/reduced lunch rates of 80% or more. C. The district is governed by the Milwaukee Board of School Directors, which consists of nine members: one member elected at large and eight members elected from numbered districts as determined by the Milwaukee Board of School Directors. The regular term of each member is four years and until their successors have been elected and qualified. Legally, school boards are agents of the state created by the legislature and selected by the electors of the local school district to represent and act for the state in providing the district with educational programs and facilities.
