DESCRIPTION: Security Camera System for The Cottages with 5-year Maintenance Agreement DIRECT INQUIRIES TO: Rickey C. Miles, Modernization Manager Housing Authority of Columbus, GA Email: RFPupdates@columbushousing.org Note: All inquiries must be submitted in writing by email no later than Thursday, February 15, 2024, by 4:00 p.m. Eastern Time. Answers to all inquiries will be issued by Addendum to this RFP and published at website. . PURPOSE OF PROPOSAL The purpose of this proposal is to allow the Housing Authority of Columbus, Georgia (HACG) to award a contract for purchase, at a fair and reasonable price, for the installation and maintenance of a Video Surveillance Camera System at The Cottages with 5-year maintenance agreement, per the attached specifications. No oral interpretations will be given to any prospective proposer or to the meaning or intent of Contract Documents or be effective to modify any of the provisions of the document. HACG reserves the right to reject any and all proposals and to waive any informality in proposals wherever it is in the best interest of HACG. HACG also reserves the right to reject the proposal of any proposer who has previously failed to perform, or to complete on time, contracts of a similar nature; who is not in a position to perform the contract, or who has habitually and without just cause neglected the payment of bills or otherwise disregarded his obligations to subcontractors, materials-man or employees; or who is otherwise fairly not a responsible proposer. No proposal shall be withdrawn for a period of sixty (60) days subsequent to the opening of the proposals without the consent of HACG. Each proposal shall cover all costs required for performance of work. The proposer shall fill in and sign his proposal correctly. Each proposer must acknowledge receipt of all addenda on proposal. Proposers that show any omissions, alterations, additions not called for, conditional proposals, or any irregularities of any kind may be rejected. PREVAILING WAGES The Contractor shall pay not less than the wages prevailing in the locality. The Contractor shall pay all workers employed in the development of the project no less than the most recently issued wage rate decision posted by the Department of Labor, found at website for Muscogee County, GA. M/WBE PARTICIPATION It is the policy of HACG is to: o Provide minorities and women equal opportunity for participating in all aspects of the project. o Prohibit discrimination against any person or business on the basis of race, color, religion, age, sex, national origin, familial status, or disability. o Encourage good faith efforts to achieve participation by minorities and women; and o Consider, in the award of contracts, the commitment of prospective contractors to that or a similar policy. Accordingly, HACG requires that all proposers make and demonstrate their good faith efforts to ensure that known Minority/Women's Business Enterprises (M/WBE's) are given the opportunity to participate in the project. SCOPE OF WORK I. General This project will consist of priced options for a purchase agreement with 5-year maintenance contract for a security camera system capable of providing limited property coverage of The Cottages, including, but not necessarily limited to, all site entrances, the leasing office, common areas and designated locations per EXHIBIT A. The project proposal must account for all necessary equipment included in this scope of work as well as identification of power sources and cost of maintenance and repair with a maximum 5-day replacement or repair guarantee. The system must include cameras that meet the requirements of limited site coverage. The HACG is looking for best price/performance system that has the ability to be expanded, be secure, and work in all types of weather. The system will need to be accessible remotely by HACG and the Columbus Police Department. The system must be able to integrate with the Columbus Consolidated Government's camera system. The system must be designed with the option for future expansion of the system at The Cottages. Provide evidence of proper licensing and certification in the State of Georgia for the proposed work to be performed, along with contracts to install, purchase and maintain a Video Surveillance Camera system that demonstrates proper (sub) contractor selection and supervision criterion that is equal to or exceeds installation standards. The HACG must be made aware of all subcontractors and maintains the option to disapprove of any proposed subcontractor. Provide labor, equipment and all required cabling, conduit, infrastructure for camera placement and any other materials necessary to install and make operational the Video Surveillance Camera system as per the design indicated with and included aerial sitemap. Provide and include a layout/site map of camera/equipment placement in color showing coverage of each camera. A minimum of two 55" wallmounted flat panel monitor is to be provided and installed in The Cottages Onsite Management Office. Provide power supplies for these as well as 110V junction boxes for the cameras. Work shall be completed within designated days of Notice to Proceed. Material estimate shall be achieved by site visit or other necessary methods undertaken by contractor to properly estimate costs for installation to include the following equipment: 110-volt source points needed to supply power to surveillance equipment The selected contractor will provide a detailed drawing of the camera power source points for equipment power on the site. Power Sources: The selected contractor will be responsible for providing locations for power poles and coordinating the installation if additional power sources are needed. II. Products a. Camera & Equipment: - Proposers must propose a minimum of thirty (30) commercial grade, National Defense Authorization Act (NDAA) compliant cameras, with at least 1080p resolution having sufficient megapixels to identify someone at a distance of 100 feet. A cloud proposal option would be acceptable. The specified product must be a high-resolution Day/Night, extremely low LUX camera integrated into an all-weather NEMA5/IP66 designed for outdoor applications. The cameras must be of industrial grade, color, and full-featured, day/night 3.1 or greater megapixel and/or HDTV quality 1920 x 1080p minimum resolution network camera. The camera must include local storage options. For pricing, the unit cost must cover 1) a camera and lens module, a wall, ceiling, parapet arm a power/data black box or equivalent. The camera must be powered via the Ethernet (Power-Over-Ethernet) using an IEEE 802.3af power or equivalent. The product must be designed to meet or exceed industrial and surveillance applications requiring a low power, rugged video camera with IP network capability. Cameras must be movable to othersites with minimal expense. A high-speed wireless or cable data network will be designed, provided, and installed that will have the capacity to interconnect the cameras on site back to a single, centralized location for storage. The video management software system (VMS) will always maintain 10-12 Frames per second video quality level and storage must be adequate to store 30 days, continuous. A minimum of two (2) 55" wall-mounted flat panel monitors are to be provided and installed in The Cottages Onsite Management Office. All camera and/or wireless devices must have built-in surge-protection. Proposers should provide motion detection recording with storage of 30 days at 10-12 FPS. It is preferred that the mobile viewing clients be able to access all required cameras via one network IP addresses or as few static as possible. All mobile viewing clients will be able to access all cameras via internet standard HTTPS.
