The Department of Water Resources (DWR), Division of Operations and Maintenance, invites qualified firms to submit a Statement of Qualifications (SOQ). The services to be provided will be on-call, as directed, Construction Project Management Services (CPMS) in the areas of construction management and contract administration, inspection, and other CPMS related engineering and management services to support fire and life safety modernization CPMS. The specific work and deliverables are identified in Exhibit A, Description of Services, and will support the Division of Operations and Maintenance's Project Management Branch. ATTENTION: SIGNIFICANT UPDATES TO THE REQUEST FOR QUALIFICATIONS (RFQ) PROCESS ARE IDENTIFIED ON THIS COVER LETTER AND DESCRIBED FURTHER IN THE ATTACHED RFQ. THIS RFQ CONTAINS REVISED LANGUAGE AND A NEW FORMAT. PLEASE READ IN ITS ENTIRETY. DUE TO NEW NEGOTIATION REQUIREMENTS, PARTICIPATION IN THIS SOLICITATION REQUIRES MANDATORY ATTENDANCE OF THE PRE-SOQ CONFERENCE. Background The Department of Water Resources (DWR) manages the water resources of California in cooperation with other agencies, to benefit the State's people, and to protect, restore, and enhance the natural and human environments. The California State Water Project (SWP) generates power, controls floods, and provides water for irrigation and residential/industrial users. Major features of the SWP include 21 pumping and generating plants and 450 miles of aqueducts. Within the plants are over 120 hydroelectric units providing water pumping, power generation and pumped-storage generation. DWR's Operations and Maintenance (O&M) Division, Project Management Office, Project Support Section, is responsible for administering contracts for life safety and fire protection modernization upgrades to the SWP facilities. The life safety and fire protection modernization consist of replacements, upgrades, modifications, and installation of new fire detection and suppression systems along with additional life safety improvements at hydroelectric pumping-generating plants and other SWP facilities. The life safety and fire protection modernization of the SWP facilities was initiated in response to the catastrophic fire of Thermalito Pumping-Generating Plant (THPP) on November 22, 2012. In response to the fire at THPP, DWR initiated a review of the fire protection and life safety systems throughout the SWP, and the review concluded with the goals to modernize SWP facilities to meet the intent of current fire codes and design standards where practicable, to ensure the safety of those working at the plants and minimize the risk of another fire event similar to THPP. In addition to contract administration, O&M provides quality assurance inspections during the fabrication, installation, and commissioning phase for DWR construction projects to assure quality and adherence to contract requirements.
