PROJECT LABOR AGREEMENTS (PLA s) Survey and request for CONTRACTOR CAPABILITY STATEMENT PACKAGE This is a SOURCES SOUGHT NOTICE for Market Research ONLY. NO AWARD will be made from this Sources Sought Notice. The U.S. Army Corps of Engineers (USACE), St. Paul District is seeking interested sources capable of providing all labor, material, and equipment necessary to meet the requirements for the Lock and Dam No. 5A Routine Gate Maintenance project with the use of a Project Labor Agreement (PLA). The scope of work shall include the following: The Contractor shall mobilize to the site which is located in Fountain City, Wisconsin and repaint/repair the dam roller gates. There are also options for sandblasting and painting the roller gate bridge spans, rehabilitation of the bulkhead trucks, rehabilitation of the tainter gate bulkheads, sandblasting and painting the tainter gate bridge span, rehabilitation of the tainter gates and miscellaneous steel repairs, roller gate cathodic protection, and tainter gate cathodic protection. This work will have to be accomplished using marine plant. Work includes cleaning the gates, removing the existing paint to bare metal, containing, and disposing of the debris generated through paint removal, repainting all steel surfaces, testing, removing the existing rubber seals, replacing the existing rubber gate seals with new rubber seals, inspecting the gates, providing an inspection report, and performing miscellaneous steel repairs. Lock and Dam 5A is located in Buffalo County, Wisconsin. It is anticipated that this project will be solicited in the spring of 2024. All dates are tentative and for planning purposes only. In accordance with DFARS 236.204, the anticipated magnitude of this project is defined as "Between $10,000,000 and $25,000,000". The North American Industry Classification System (NAICS) code for this project would be 237990; Other Heavy and Civil Engineering Construction with a size standard of $45.0 Million. Information submitted will be used in determining an acquisition strategy. We ask that you provide adequate detailed information for the Government to determine, without doubt, an effective acquisition approach for the required products/services.
