The SDMP will include developing a new computer model or updating the current model of the overall storm drain and watershed areas that directly or indirectly affect the City, including the existing storm drain system within the City. Additionally, the SDMP will provide an evaluation of the existing system for deficiencies, identifying projects for upgrading the overall storm drain system to remedy any deficiencies, to prevent flooding and property damage, and to accommodate future growth and expansion (in a prioritized manner). The SDMP will also include existing and future scenarios (theoretical 25-year projected population) system maps, capital project costs, schedules, and recommendations for appropriately funding the needed infrastructure. The CIP will consolidate, summarize, and prioritize all necessary infrastructure projects identified in the SDMP and provide a determination on what percentage of each project cost is attributable to existing conditions and what portion is attributed to future growth. It is expected that this CIP will be used in preparation of the IFFP and IFA and for the City to update user rates and impact fees.
