FUNDED BY ARPA GRANT NO. 2022-8334 The work is in one (1) Contract and consists of the following generally described work: CONTRACT 23-02 - EXIT 12 WATER LINES, APPURTENANCES, VALVE VAULT, AND BOOSTER STATION o 1 Each 50 GPM Water Booster Station (River View Drive) o Precast Concrete Vault with Tank Control Valves and Appurtenances o 1,932 L.F. 16-inch Class 350 DIP Water Line, open-cut o 2,458 L.F. 16-inch Restrained Joint Class 350 DIP Water Line, open-cut o 985 L.F. 12-inch Class 350 DIP Water Line, open-cut o 458 L.F. 12-inch Restrained Joint Class 350 DIP Water Line, open-cut o 175 L.F. 6-inch Class 350 DIP Water Line, open-cut o 135 L.F. of 30-inch Steel Casing Pipe Bored under S.R. 160 o 3 Fire Hydrants. The allotted time for construction of Contract 23-02 is 240 calendar days; liquidated damages for non-completion are $1,000 per calendar day. This project is being supported with Treasury, Coronavirus State and Local Recovery Fund grant funding; therefore, certain restrictions and other federal requirements attach to this opportunity. The Morristown Utilities Commission hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Morristown Utilities Commission is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. Mutually agreed upon time extensions may be made if necessary. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders. In compliance with TCA 12-4-126(a) and (b) the ENGINEER will not issue addenda less than forty-eight (48) hours before the bid opening date and time; further, any questions concerning the bid documents shall be received by the ENGINEER before ninety-six (96) hours prior to the bid opening date and time. The successful bidder is required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. General contractors shall meet the following pre-qualification requirements to be eligible to bid on this contract: Pre-qualification information required herein shall be emailed to mattr@jrwauford.com on or before Thursday, February 1, 2023. Prospective bidders are responsible for confirming receipt of pre-qualification information by calling 865-984-9638. The prospective bidder shall provide evidence of general ability to perform similar work in a timely manner by submitting the project name, scope of work, allowed and actual time of completion, and a contact person for three previous projects of this general nature constructed within the past ten (10) years. Alternatively, the prospective bidder shall list previous, specific experience on projects completed for the Morristown Utility Commission in the past ten (10) years. The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary.
