Site work, paving and new construction of a civil project in Oakland, Maryland. Completed plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and pipeline.

The Jay Rice AMD Treatment System Refurbishment Project (F012-220-004) is located in Garrett County at 156 Ashby Cemetery Road, Crellin, Maryland 21550. The work shall consist of furnishing all equipment, labor, supervision, and material necessary to ensure that grading, construction, and maintenance will be carried out to conform to the proposed reclamation plans designated hereafter. The proposed work will involve, at a minimum, but not limited to, the following: 1.1.1 The removing and disposal of sludge, compost, unspent limestone, pipes, liner and other materials from an existing acid mine drainage treatment cell. 1.1.2 The excavation of an on-site sludge disposal area. 1.1.3 The addition of new liner, cushion fabric, high calcium carbonate limestone, piping, and an Agridrain to the treatment cell. 1.1.4 The purchase and installation of a temporary bridge. 1.1.5 The construction of a limestone stockpile storage pad. 1.1.6 The upgrade of the existing access road. 1.1.7 The removal of any trees and bushes located adjacent to the treatment system to promote better access to the cell. 1.1.8 Submittals for substitutions shall be after the award only. 1.1.9 An Inspector's field office is not required for this contract. The purpose of this project is to refurbish an existing acid mine drainage treatment system that has exceeded its design life and is no longer operating efficiently. The existing pyrolucite beds will be revamped by adding new limestone, liner and piping to improve the effectiveness of the system in treating the existing acid mine discharge. The project will include removing all existing metal precipitate, unusable limestone, liner and pipes. The metal precipitate and limestone will be buried in an on-site excavated pit. Pipe, liner, and any other miscellaneous waste will be hauled off-site and disposed of in an approve waste handling facility. New 85% CaCO3 limestone will be placed into the cells in a ramped configuration. As the limestone is being placed, a new perforated header pipe and perforated flush pipes will be installed at the location and level within the beds as shown on the construction plans. Existing valves will be utilized for flushing and an Agridrain will be installed as a water level control device. The project also includes improvements to the existing access road and the addition of a portable bridge to traverse a concrete pond spillway for future maintenance of the system. The deadline for questions has been established as February 20, 2024 @ 2:00 p.m., to ensure that there is enough time to allow for the A/E to provide responses and possible Addendum issuance if necessary. All Questions must be submitted, in writing, to the Procurement Officer. The PROJECT CLASSIFICATION for this solicitation is: "B" ($100k-$500k) Prevailing wage rates apply to all contracts in the amount of $250,000 or more. Wage rates applicable to projects of $250,000 or more are attached to the specifications. The work shall be completed within 120 calendar days from the start date of the contract. If the work is not completed within the time period specified, the contractor will be liable for liquidated damages of $350 per calendar day as specified in the "General Conditions."
