Description: The City of Lenoir, NC is seeking proposals from a qualified multi-disciplinary consulting firm or team to assist in the preparation of a Comprehensive Land Use Plan to guide growth and development in the City for the next 20 years. The final plan will be a reference guide for staff and elected officials, reflecting the vision of citizens, landowners, and the community at large. The City of Lenoir's Comprehensive Land Use Plan will include a variety of policies that will serve as a basis for action-oriented goals and objectives that can be measured and tracked throughout the plan's lifespan. Key Topic Areas include a Future Land Use Map, focus on the City's B-7 Highway Business and R-C Residential-Commercial zoning districts, Neighborhood Planning and Outreach, Transportation, and an Implementation Plan. The consultant must demonstrate qualifications in the areas of comprehensive planning, neighborhood planning, public facilitation and mediation, visual analysis, data collection, and land use analysis. Budget The City of Lenoir has identified a budget of $125,000 for the Comprehensive Plan. Proposals should provide an itemized fee schedule for staff to prioritize services and offer flexibility in project cost.
