Iroquois County reserves the right to waive any technicalities and to reject any or all bids or any part or parts thereof. The Iroquois County Board reserves the right to reject any or all bids and will act as final judge of specifications. The Board does not obligate itself to accept the lowest proposal. The Iroquois County Board, in determining the competency any responsibility of any bidder, may take into account other factors in addition to financial responsibility, such as past records of transactions with the bidder, experience, adequacy of equipment, ability to complete performance within necessary time limits, and other pertinent considerations such as, but not limited to, reliability, reputation, competence, skills, efficiency, facilities, resources, and location of the bidder as related to prompt reply to service needs and ease of communications. The bidder shall, if and upon the County's request, supply any other necessary information to allow the Iroquois County Board to determine the bidder's qualifications and responsibility. This contract calls for the construction of a "public work", within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act"). The Act requires Contractors and Subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the "prevailing rate of wages" (hourly cash wages plus fringe benefits" in the county where the work is performed. All Contractors and Subcontractors rendering services under this Contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website. All Contractors and Subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties. This project shall consist of the installation of corrugated, slotted drainage tile along Grant Street in the City of Watseka and unincorporated Iroquois County. Topsoil, seeding, and erosion control blanket are also part of the project scope. The patching of Grant Street, the removal and replacement of curb and gutter, and traffic control for the crossing will be completed by the City of Watseka.
