Site work and paving for a sidewalk / parking lot in Lawndale, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Questions regarding documents, discrepancies, omissions, or intent of specifications or drawings, shall be communicated to the City Engineer, in writing, at least ten (10) working days prior to opening of bids, Description of work: The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required in the Plans, Specifications and Contract documents for said project. The work will take place in the City of Lawndale. The scope of work consists of asphalt grinding and resurfacing, restriping, new PCC wheel stops, slurry seal, crack seal, and other items per Plans and Specifications. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The estimated cost of the above-described work is $402,500. Bidders shall have an active Class "A" license from the Contractor's State License Board, a minimum of 5 years of applicable experience and 5 recently completed similar public works projects, at the time of submitting bid. Completion of work: Contractor shall achieve Substantial Completion of the entire work within 60 working days from the date Notice to Proceed is issued. Substantial Completion is achieved when the work has progressed to the point where, in the sole opinion of the Engineer, the work (or specified part) can be utilized for the purposes for which it is intended, and unperformed or incomplete work elements are minor in nature. Contractor shall achieve Final Completion within 30 [or 60] working days of Substantial Completion. Final Completion is achieved on the date specified in the Notice of Completion issued after the Contractor has performed all work and provided all submittals, including executed Maintenance Bond and all releases, as required by the Contract Documents and the City has accepted the work. State Labor Standard and Wage Requirements: The Contractor and its subcontractors must comply with all prevailing wage laws applicable to the project, and related requirements contained in the Contract Documents. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the State of California Department of Industrial Relations, are available at website and are on file at the City of Lawndale Department of Public Works, 4722 Manhattan Beach Boulevard, Lawndale, California 90266.The City will make copies available to any interested party on request. The successful bidder must post the applicable prevailing wage rates at the Site. The Contractor and its subcontractors shall furnish electronic certified payroll records directly to the Labor Commissioner (aka Division of Labor Standards Enforcement). The City will deduct a five percent (5%) retention from all progress payments as specified in Section 7-3.2 of the Standard Specifications for Public Works Construction. The City in accordance with Public Contract Code Sec. 22300 shall permit the substitution of securities for any moneys withheld by a public agency to ensure performance under a contract. If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations which are five feet or deeper, the bid shall include, as part of the lump sum bid, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders. If the Bidder to whom the Contract is awarded fails or neglects to execute and deliver all required Contract Documents and submit to the City all required bonds, insurance certificates, and other documents within the time set forth in Section 15 of the Instructions to Bidders.
