Site work for a water / sewer project in Bellingham, Washington. Completed plans call for site work for a water / sewer project.

The scope of work for this project consists of furnishing all labor, materials, and equipment necessary for the project identified above including the following major work items: 1. Demolition o Demolition, removal, and offsite disposal/recycling of the existing pilesupported dock o Temporary relocation of the floating dock and removal of supporting piles and derelict piles/pile stubs 2. Construct New Bulkhead o Installation of a new sheet pile bulkhead on the waterward side of the existing bulkhead o Backfilling behind the new bulkhead and within the notch area o Extending existing stormwater outfalls through the new bulkhead 3. Remedial Dredging o Dredging and dewatering of contaminated sediments from Sediment Cleanup Unit 1 (SCU-1) o Transporting and disposal of dredge sediment to a Subtitle D landfill o Placement of a residuals management cover material over the dredge footprint 4. Shoreline Restoration o Placement of slope armor material along the new bulkhead 5. Reconstruct Dock and Replacement of Floating Dock o Reconstruction of the pile-supported dock structure o Replacement of the floating dock and supporting piling Engineer's Estimate: $17,500,000 - $19,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Any and all questions related to this project must be submitted via email prior to 5 p.m., local time, on March 1, 2024. No questions will be accepted after that time. PREVAILING WAGES The rate of wages to be paid to all workmen, laborers or mechanics employed in the performance of any part of this contract shall be in accordance with the provisions of CHAPTER 39.12 R.C.W., as amended, and the rules and regulations of the Department of Labor and Industries. INASMUCH AS THE CONTRACTOR WILL BE HELD RESPONSIBLE FOR PAYING THE PREVAILING WAGE, IT IS IMPERATIVE THAT ALL CONTRACTORS FAMILIARIZE THEMSELVES WITH THE CURRENT WAGE RATES BEFORE SUBMITTING ON THESE SPECIFICATIONS. All work performed under a public works contract must be classified into one or more of the many labor classifications for which prevailing wage rates have been established so that the appropriate wage can be applied. The successful contractor will need to file, and have approved, their Statement of Intent to Pay Prevailing Wages ("Statement of Intent") before any subcontractors can file their Statement of Intent for the same project. The Port cannot make any payment(s) to any contractor or subcontractor who has not submitted a Statement of Intent form which includes all classifications of persons performing work on the Project and which has been approved by the Industrial Statistician. If the Port subsequently finds that an approved Statement of Intent omits classifications of persons that are performing work on the Project, the Port may withhold progress payments until such time as contractor (or subcontractor) files, and has approved, a revised Statement of Intent which includes the previously omitted classifications. The Port will not release final payment until all contractors and all subcontractors have submitted Affidavit of Wages Paid forms that have been certified by the Industrial Statistician. Each contractor performing work on the project shall keep accurate Certified Payroll records for three (3) years from the date of acceptance of the public works project in complete compliance with WAC 296-127-320 and RCW 39.12.120. It is the responsibility of the Contractor to collect and maintain Certified Payroll records from Sub-Contractors and provide upon request. Contract Days: Total contract days shall be 360 consecutive calendar days, from Notice to Proceed to Substantial Completion of all Work. Substantial Completion is as defined in the Standard Specifications. The Work shall be completed in four phases with each phase completed by an intermediate completion date. See Section 01 10 00 of the Technical Specifications for description of Phases 1 through 4. o Intermediate completion date No. 1 is for completion of Phase 1 work as defined in the Specifications and Drawings. Phase 1 shall be complete by November 10, 2024. o Intermediate completion date No. 2 is for completion of Phase 2 work as defined in the Specifications and Drawings. Phase 2 shall be complete by December 8, 2024. o Intermediate completion date No. 3 is for completion of Phase 3 work as defined in the Specifications and Drawings. Phase 3 shall be complete by February 12, 2025. o Intermediate completion date No. 4 is for completion of Phase 4 work as defined in the Specifications and Drawings. Phase 4 shall be completed by May 15, 2025. The Contractor shall be aware of and abide by all permit conditions, including without limiting, the allowable in-water work dates and durations as specified in each permit and shall sequence, schedule, and perform the Work in a manner that complies with all permit requirements and the specified contract days for Substantial Completion and Physical Completion of the contract documents. Prior to the close of the in-water work window, the Port, Engineer and Contractor will jointly inspect the portions of the completed work that is subject to the in-water work window and the Engineer will develop a list of incomplete or defective work (referred to herein as a "In-Water Punchlist"). All in-water work, including any InWater Punchlist work, must be completed within the permit conditions. Physical Completion shall be no later than 30 consecutive calendar days following Substantial completion. Physical Completion is as defined in the Standard Specifications. If work is not fully completed by the Contractor in all respects within this 30-day final physical completion period the Port may, at its sole discretion, perform or cause to have performed all outstanding work as identified in the Final Inspection and apply all costs for this work completion against the Contract amounts.
