A request for proposals is being solicited by Lea County, New Mexico, for professional engineering/architectural and planning consultant services. These services will be valid for one year from the contract date and may include all three (3) County airport facilities. Services may include preliminary design, final design, and construction administration for county/state and federally funded C.I.P. projects. The airports are adjacent to the following communities: Jal, NM Hobbs, NM Lovington, NM The three (3) airports are owned and operated by Lea County. They qualify for Federal funding through the Federal Aviation Administration Airport Improvement Program and are also eligible for State funding through the New Mexico State Highway and Transportation Department - Aviation Division. This RFP is a multi-term contract that will be effective upon execution by Lea County. The award will be for one (1) year with an option to renew for an additional year, up to three (3) consecutive years, at the discretion of both parties. Architect/Engineer Services include the basic A/E and project management services typically required for airport development projects, including architectural, civil, structural, mechanical, and electrical engineering on airport projects. The contemplated projects are dependent upon federal A.I.P. funding, State Aviation Division funding, and approval of Lea County, so it shall be understood that some of the services related to the listed projects may be deleted. Any project not listed will not be eligible for federal A.I.P. funding. Projects may include, but are not limited to: Lovington Airport - Zip Franklin Memorial o Install AWOS o Install Apron pavement rehab (all areas) o Install Taxiway Preservation (all taxiways) o Install Additional Tie-Downs o Crack Seal, Seal Coat, and Stripe Taxiways and Ramp Areas o Fencing Improvements o Relocate RW 3/21 and install Taxiway w/L.E.D.'s o RW 3/21 MIRI- Replacement w/L.E.D.'s o Pavement Markings and Signage o Airfield Striping and Pavement Markings o Acquire Property Interest of R.P.Z.s on Three Runway Ends (25 total acres) o Runway 12/30 Hold Aprons (Run-Up Area) o Prepare the D.B.E. program and goals o Prepare and update SWPPP o Airport Masterplan Update o Expand the Vehicle Parking Area o REILs on 3/21 and 12/30 o RW 12/30 MIRI- Replacement w/L.E.D.'s o Grade RSA, ROFA, ROFZ on RW 3 o Redevelop Existing Fuel Island o Miscellaneous Services as needed o Grants Administration o Remove and relocate hangars o Update R.W. designations Hobbs Airport (H.O.B.) o Electrical Vault improvement(s) and miscellaneous electrical updates o Rehabilitate Pavement or Seal Coat Ramp Areas o Rehabilitate Taxiway Lighting - PH I (A, B, C) o Rehabilitate NW Ramp (39,000 SY) o Rehabilitate NE Ramp (44,000 SY) o Airport Layout Plan o Safety Area Improvements - Northeast end of RW 3/21 (RW 4/22) o Acquire Property Interests for RW 3/21 (RW 4/22) Extension o Install ARFF and Terminal Emergency Generator o Relocate MALSR, Glideslope and Install PAPI-4 on RW 3 (RW/4) o Rehabilitate Runway 3/21 (RW 4/22) o Extend Taxiway A from Taxiway A to Taxiway D o Safety Management Systems coordination o G.I.S. - Electronic A.L.P. o Terminal building expansion (Phase 4) o Prepare the D.B.E. program and goals o Prepare and update SWPPP o Airfield Striping and Pavement Markings o Additional Hardstands o Taxiway D realignment o West Side Ramp Development Aprons and Taxiways o Security Fencing and gate improvements o Perimeter Access Roads o RW 12/30 (RW 13/31) Extension, Taxiway B extension o Water System Improvements o Sewer System Improvements o Electrical Primary Power System Improvements and relocations o Airfield Drainage Improvements o Airfield Electrical Improvements o Other projects that may be approved over the 1-year period of this contract for services which will not be eligible for federal funding o Acquire and install remote radar display (Standard Terminal Automation Replacement System) o Airport Master Plan Update o Grants Administration Jal Airport o Reconstruct to Minimum 9/27 o Taxiway Lighting and taxiway connector direction signing o Mill/Overlay Parallel Taxiway o Property Acquisition for Runway 1-19 Extension o Runway 1/19 Widening, Overlay, and MIRL install o Rehabilitate Pavement or Seal Coat Ramp Areas o Security Fencing for the Airfield and Terminal Area o Rehab Runway Lights 1/19 o Rehab Electric Vault Acquire Property Interest of R.P.Z.s on all Four Runway Ends o Reroute perimeter fencing as needed o Relocate items in R.P.Z.s o Install PAPIs on RW 1/19 o Install G.P.S. The Evaluation Committee reserves the right to waive minor irregularities. The method of Contractor Selection has not been Determined at this time.
