Site work for a municipal facility in Glendale, Arizona. Completed plans call for site work for a municipal facility.
The City of Glendale is seeking a qualified construction manager/general contractor to provide construction services as the Construction Manager at Risk (CMAR) for a City of Glendale project that will install a geosynthetic liner in the north cell of the City of Glendale Municipal Landfill. The construction cost for this project is estimated at approximately $3M. The installation of the geosynthetic liner is scheduled to start in July 2024 and be completed before the end of 2024. This project may also include additional excavation of in situ material from the north cell area depending on available funding. The City of Glendale Municipal Landfill (GML), located at 11480 West Glendale Avenue, is owned, and operated by the City of Glendale. The permitted footprint consists of two areas: the south area (approximately 140 acres) and the north expansion area (approximately 120 acres). The Arizona Department of Environmental Quality (ADEQ) approved the entire footprint as a landfill under the 1986 Environmental Quality Act. Based on an annual landfill financial assurance report, the GML has approximately another 40 years disposal capacity. Landfill operations are nearly complete in the south area, with operations already started in the north area. The excavation of the second north cell area (Phase II) will be completed before July 2024, making it ready for the installation of a geosynthetic composite liner system, approximately 30 acres. This project will also include subgrade preparation, compacted soil fill, and the installation of additional infrastructure for the extension of an existing leachate collection/removal system (LCRS), gas header system, and work on the existing haul roads, as needed. The Phase II liner system is scheduled to be completed before the end of 2024. Also, depending on available funding, this project may include the excavation of the Phase IV North Cell area. The size of the excavation area will depend on the amount of available funding. The selected Construction Manager at Risk (CMAR) will provide pre-construction and construction services. The CMAR will work closely with the city and city's design professional and will be an integral part of the project team during all phases of this project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods Because of landfill operations this will be the only opportunity to walk-through the facility. Because attendance is mandatory firms are required to sign-in at the pre-submittal conference. Any RFQ submittal by a firm that did not sign-in at the Mandatory Presubmittal Conference will be returned to the firm and will not be considered for this project.
