Intent The intent and purpose of this bid is to establish an as-needed contract for the purchase of water and sewer supplies. The materials to be purchased from this bid request will be used for construction repairs and maintenance of all water and sewer lines within the City. This bid has a budget not to exceed $275,000. It shall be awarded to the lowest responsive, responsible bidder in whole or in part. Term An awarded contract will be for one (1) full year term, with two (2) one-year renewal options, provided both parties agree. Special Conditions 1. All items listed in this bid must be domestic only. All sewer fittings must be gasketed fittings not glue fittings. 2. Quantities as shown on the proposal sheet are estimates. The City of Carrollton reserves the right to increase or decrease these quantities based on the award of an as-needed contract. 3. Purchase orders will be issued on an as needed basis. 4. Variations from the aforementioned specifications may be acceptable provided such differences are noted on the bid and are deemed to be advantageous to the City. 5. Any substitutions from brand names mentioned must be proven to be equal and may be considered for award by the Purchasing Manager and requesting Department if so proven. 6. MJ Fittings must be included in price where applicable. 7. All bids must contain the vendor's part number. Bids that do not contain part numbers will be excluded This information must be supplied on the pricing worksheet. All items bid must be in Accordance with the Reduction of Lead in Drinking Water Act. 8. Where part numbers have been provided by the city; only those parts will be accepted. Bidders are to provide pricing for those particular items only. 9. Only Hydrant Repair Parts are approved for hydrant extension. The City of Carrollton is soliciting bids from interested vendors to provide the City with Water and Sewer Supplies. We highly recommend bid proposals be submitted electronically as this is beneficial to the vendors to ensure a complete proposal is submitted. Paper bids can be accepted by the close date and time listed in this bid event. Documents must reflect the bid name and number Question Deadline 01/25/2024 at 11:00 AM CT. Any questions about the bid process/procedures may be obtained from the City of Carrollton's Purchasing Department at purchasing@cityofcarrollton.com. Vendors should not contact anyone other than Purchasing for questions related to the bid process. CONDITIONS OF SITE AND WORK: Bidders should carefully examine the Specification and other documents, visit the site of the work (if provided,) and fully inform themselves as to all conditions and matters which can in any way affect the work or costs thereof. Should a Bidder find discrepancies in, or omissions from the drawings, specifications or other Contract Documents, or should Bidder be in doubt as to the meaning and intent, Bidder should notify the City at once and obtain clarification prior to submitting a bid. The submission of a bid by Bidder shall be conclusive evidence that the Bidder is fully acquainted and satisfied as to the character, quality and quantity of work to be performed and materials to be furnished. Submission Response The City of Carrollton prefers responses to be submitted electronically. Submissions may be submitted manually. Manual submissions must be delivered to the Purchasing Manager, in a sealed envelope by the date and time stated. No fax or email submissions will be accepted. Only one format is needed. Manual submission shall consist of one (1) original hard copy. Any request for proposal received after stated closing time will be returned unopened. If request for proposals are sent by mail to the Purchasing Manager, the proposer shall be responsible for actual delivery of the request for proposal to the Purchasing Manager before the advertised date and hour for opening of request for proposals. If mail is delayed by the postal service, courier service, an internet service provider or in the internal mail system of the City of Carrollton beyond the date and hour set for the request for proposal opening, request for proposals thus delayed will not be considered and will be returned unopened. City Hall Building business hours are Monday- Thursday, 7:30 AM to 5:30 PM, and Friday, 7:30 AM to 11:30 AM. Until the final award by the City of Carrollton, said City reserves the right to reject any and/or all bids, to waive technicalities, to re-advertise, to proceed otherwise when the best interests of said City will be realized hereby. Bids will be submitted sealed and plainly marked with the date and time of opening. The city of Carrollton Municipal Building is wheelchair accessible.
