Site work and paving for a mixed-use development in Marion, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The general nature of the work on which bids are requested is: 7999 SY of pavement removal, 8063 SY of 7" PCC pavement, 489 SY 4" PCC Sidewalk, 2614 LF of 8" PVC Truss Sanitary Sewer, 13 Sanitary Sewer Manholes, 2161 LF of 8" PVC Water Main, 906 LF of 15" RCP Storm Sewer, 21 Storm Sewer Intakes, and miscellaneous related work and appurtenances in accordance with the contract documents. Work on Stage 1 shall commence no earlier than May 28, 2024, and no later than June 10, 2024, and be completed within 85 working days. Liquidated damages in the amount of $500.00 per working day will be assessed for work not completed within thistime. There is no maximum liquidated damages amount associated with the completion of Stage 1. Stage 1 includes a Milestone 1 completion date of August 16, 2024. Milestone 1 includes completing all work listed under Stage 1A in the J Sheets of the project plans. Final topsoil and seeding work may be installed after this milestone date when favorable conditions allow but that work must be completed within the overall working days allowed for Stage 1. Liquidated damages in the amount of $500.00 per calendar day will be assessed if all work within Milestone 1, as stated above, is not completed by this date. There is no maximum liquidated damages amount associated with the completion of Milestone 1. Work on Stage 2 shall commence no earlier than May 27, 2025, and no later than June 9, 2025, and be completed within 85 working days. Liquidated damages in the amount of $500.00 per working day will be assessed for work not completed within thistime. There is no maximum liquidated damages amount associated with the completion of Stage 2. Unused working days during Stage 1 will not carryover to Stage 2. All bids shall be submitted to said City Clerk on or before the time set herein for the bid opening. The City of Marion Engineering Department is the only authorized source of bidding documents and proposal forms. Bidding documents and proposal forms obtained from any other source may have an incomplete set of documents. Bidders using bidding documents and/or proposal forms not obtained from the City of Marion Engineering Department are advised to contact the City of Marion Engineering Department to provide a contact name, mailing address and phone number to enable receipt of necessary addenda. Reproduction of these documents without the express permission of the City of Marion is prohibited. 10% bid bond Each successful biddershall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract. Upon completion of the project and before final acceptance by the City Council, the contractor will be required to post a maintenance bond (2-year for sewer or 4-year for paving) or be required to pay the City 1.5 percent of the final contract amount to pay for the applicable maintenance bond. Such 1.5 percent shall not be refundable to the contractor and the City will act as the bonding agent. Posting of the maintenance bond or the cash payment will be the election of the City Engineer, all in accordance with Ordinance 77-21 of the City of Marion. In lieu of a maintenance bond, the performance and payment bonds may provide coverage for the specified maintenance term. A separate and distinct statement to this effect must be included on the bonds. The City of Marion reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after receipt of bids, and no bid may be withdrawn during this period.
