**As of January 31, 2024, the deadline of this bid has been extended and is now due Thursday, February 8th @ 10:15 a.m..** The Town of East Haven is currently accepting sealed bids from qualified firms for coating and surfacing All inquiries concerning this bid should be directed to Liz Franco-Spano, efranco-spano@easthaven-ct.gov. The Town of East Haven is requiring two (2) bid responses: one including prevailing wage requirements and one that does not include prevailing wage requirements. Please refer to the Town Website for more information on Prevailing Wage Requirements. It is the sole responsibility of the Bidder to ensure the bid is received by the proper authority prior to the bid opening time. Bids received after this time will be considered informal and will be rejected. Each bidder shall honor the bid price for ninety (90) business days from the date of the bid opening, without modification. Upon award of the bid, the winning bidder shall be bound by the bid proposal price throughout the contract period. Minority and Female owned businesses are invited to participate, will be afforded full opportunity to submit bids and are encouraged to do so. The Town of East Haven is an Affirmative Action Equal Opportunity Employer. The Director of Finance reserves the right to reject any and all Bids or to waive defects in same if it be deemed in the best interest of the Town of East Haven to do so. Prevailing Wages Connecticut General Statute 31-55a - Annual adjustments to wage rates by contractors doing state work. Each contractor that is awarded a contract on or after October 1, 2002, for (1) the construction of a state highway or bridge that falls under the provisions of section 31-54 of the general statutes, or (2) the construction, remodeling, refinishing, refurbishing, rehabilitation, alteration or repair of any public works project that falls under the provisions of section 31- 53 of the general statutes shall contact the Labor Commissioner on or before July first of each year, for the duration of such contract, to ascertain the prevailing rate of wages on an hourly basis and the amount of payment or contributions paid or payable on behalf of each mechanic, laborer or worker employed upon the work contracted to be done, and shall make any necessary adjustments to such prevailing rate of wages and such payment or contributions paid or payable on behalf of each such employee, effective each July first. The prevailing wage rates applicable to any contract or subcontract awarded on or after October 1, 2002 are subject to annual adjustments each July 1st for the duration of any project which was originally advertised for bids on or after October 1, 2002. Each contractor affected by the above requirement shall pay the annual adjusted prevailing wage rate that is in effect each July 1st, as posted by the Department of Labor. It is the contractors responsibility to obtain the annual adjusted prevailing wage rate increases directly from the Department of Labors The Department of Labor will continue to issue the initial prevailing wage rate schedule to the Contracting Agency for the project. All subsequent annual adjustments will be posted on our Web Site for contractor access. Any questions should be directed to the Contract Compliance Unit, Wage and Workplace Standards Division, Connecticut Department of Labor, 200 Folly Brook Blvd., Wethersfield, CT 06109 at (860)263-6790. It is the responsibility of each bidder to comply with all applicable laws, including the Connecticut prevailing wage laws. The Town is soliciting bids (a) utilizing prevailing wage rates and (b) without utilizing prevailing wage rates because at the time of the advertisement of this ITB, it has not been conclusively determined whether prevailing wage rates will apply SCOPE OF WORK - COLOR COATING, TENNIS LINES (ONE COURT), PICKLEBALL LINES (FOUR COURT), Including posts and nets, ONE 50' X 50' HALF COURT BASKETBALL COURT, Reinstall basketball post supplied by the Town. Furnish all materials, labor and insurance for the following work: a. COLOR COATING - Furnish and install the (3) coat acrylic color coating surface system to entire area including: resurface coat, color coat, and finish coat. b. TENNIS LINES - Layout and stripe lines per USTA. Apply one coat of acrylic line primer. Once primer has cured apply one coat of textured white line paint. Paint must provide sharp lines for greater durability and longevity. The line paint should be textured. One tennis court USTA, blended lines, flacking tennis net, two pickleball courts blended lines. c. PICKLEBALL LINES - Layout and stripe lines per USAPA. Apply one coat of acrylic line primer. Once primer has cured apply one coat of textured white line paint. A two-coat application should provide sharp lines for greater durability and longevity. The line paint should be textured. Total of six (6) pickleball courts. d. BASKETBALL LINES - Layout and stripe lines per High School dimensions. Apply one coat of acrylic line primer.
