Austin Convention Center Redevelopment Project Commissioning Services The City of Austin is soliciting Statements of Qualifications for the selection of a Commissioning Services Team for the redevelopment of the Austin Convention Center (ACC) building in downtown Austin. These services must include Enhanced Commissioning (Leadership in Energy and Environmental Design, LEED) and/or additional commissioning (Austin Energy Green Building Rating, AEGB), including all applicable options. This project will require the demolition and rebuilding of the existing Center to substantially increase the rentable square footage of the Center. The successful respondent must demonstrate the ability to complete commissioning services required to support the planning, design, construction, and postoccupancy performance of the described project in a timely and cost-effective manner. The City will develop the main Project Team as follows. The City will employ a Design Professional Team to provide Architecture and Engineering (A/E) Services contract and lead the project design. A Construction Manager-at-Risk (CMR) will be integrated early in the design phase for pre-construction services, such as design-phase cost control, constructability reviews, and construction phase services. The CMR will be contracted to complete construction. The Commissioning Agent (CxA) Consultant shall consult and coordinate with the Design Professional Team and CMR during all design phases for all commissioning (Cx) activities, including evaluations of potential alternative designs, systems, and materials. Further, the CxA Consultant will provide all needed schedule integration points throughout the process and set up and gather all necessary information to effectively administer post occupancy performance. The CxA Consultant will work with the Project Team to develop Key Performance Indicators and Sustainability Fact Sheets that guide all project decision making, dashboarding, and reporting. All Project Team members will be involved with ROI (Return on Investment) and LCA (Life Cycle Assessment) for all building systems and major materials classifications. The City of Austin seeks to obtain professional commissioning services that support planning, design, construction, and all commissioning activities post occupancy. The project scope will also include a new Austin Energy District Cooling Plant (10,000 tons of additional chilled water capacity including chillers, cooling of condenser water using cooling towers, associated infrastructure, and appurtenances. This includes connection to transmission pipes to be located on 3rd Street and Red River.) CxA Consultant is responsible for commissioning activities associated with the building's tie into the new cooling loop. ALL SUBMITTALS NOT RECEIVED PRIOR TO THE DATE AND TIME SET FORTH ABOVE WILL NOT BE ACCEPTED FOR CONSIDERATION. The time of record for those electronically submitted is the time received in Austin Finance Online. The qualification statement evaluation criteria for this project are included in this packet for your information. The selection process for this project is anticipated to be complete for City Council action in May 2024. Contract execution is anticipated for June 2024. The purpose of the meeting will be to respond to consultants' questions about the project and the procurement process. Attendance at the meeting is not required; however, meeting minutes will not be issued.
