The Board of County Commissioners of Garrett County, Maryland reserves the right to accept or reject any or all proposals, to cancel this request and to waive technicalities in any part thereof deemed to be in the best interest of Garrett County Project Description: Gorman Water System Evaluation The Board of County Commissioners of Garrett County, Maryland will accept sealed proposals from qualified firms to prepare preliminary engineering and environmental reports with respect to the construction, operation, and maintenance of the Gorman Water System. The Gorman Water System was expanded in 1995 to serve additional customers whose water supply was affected by underground mining operations in proximity to their properties. At this time two wells were developed along Mountain Road which served the system well until 2021. One of the wells collapsed at this time limiting the supply of water to one well for the entire system. Efforts to secure another water source since the well failure have been unsuccessful. These efforts have included drilling a well in close proximity to the existing well sites and drilling of a test well on a neighboring property owner which both lacked sufficient water quantity. The goal would be to locate a well site that can produce a minimum of 50,000 gallons per day. The Engineer will review the existing drawings and visit the existing water plant and water storage tank. As part of this review, the Engineer will also review current water distribution system, potential water source sites to develop an up-to-date understanding of the overall mechanical, structural and hydraulic conditions and the data gathered will be the basis for the assessment and evaluation of the water system. Based upon the field site visits and interviews with the County's operational and maintenance staff, the Engineer will develop a narrative synopsis identifying the issues of importance for the water system and these may include items such as the following: o Need for back-up power improvements, o Current treatment capacity and/or need for additional capacity, o Site security, o Potable Water Storage, o Safety concerns, o Confined space entry, o Distribution area changes, o Alarms & SCADA, o Assess the potential for water production shortages or other operational problems and provide solutions to mitigate these risks. o Storage Capacity o Evaluate the need for further water source development. o Develop cost estimates for executing the most feasible source water development scenarios. o Evaluation of current water distribution system. Upon completion of the Engineer's review and site visits, the Engineer will prepare a brief memo/letter that documents their findings. The Engineer will review our findings with the County to discuss how these may impact the assessment and evaluation, as well as potential recommendations. The Engineer will assist the County with the preparation of their Capital Improvement Plan (CIP) as it relates to the Gorman Water System that will need to be incorporated into the County's Master Water and Sewer Plan. This will include developing estimated durations for completion of each project milestone such as completion of the preliminary design report; design and preparation of contract documents; bidding and award of the construction contracts. As part of the Engineer's hydraulic modeling analysis efforts to determine deficiencies and/or surpluses in the existing mains, water storage, water production and booster stations, utilize roughness coefficient of C=130 for PVC pipes and C=100 for ductile/cast iron pipes. The Engineer will also look at the system as a whole. The Engineer will present the results of the water system assessment and evaluation and hydraulic modeling work in a draft report for the County's review and comment. The Engineer will provide the County with five (5) paper copies and one digital copy of the report. Upon receipt of review comments from the County, the Engineer will schedule a meeting with the County to review and discuss. This meeting will be one of the progress meetings. The Engineer will incorporate County review comments and those emanating from the meeting and issue the final report. We will provide the County with five (5) paper copies and one (1) digital copy of the final report. Question Deadline January 30, 2024; 2:00 p.m. Questions regarding this RFP shall be emailed to purchasing@garrettcounty.org. The Purchasing Division will formally respond to questions via addendums to the RFP. Please be advised that questions will be entertained until 2:00 P.M. on Tuesday, January 30, 2023. Questions asked after this time will not be answered. Complete Evaluation of Proposals March 2024 Award By April 2024 The method of Contractor Selection has not been Determined at this time.
