The Project includes the following Work: Flow metering to be used for a SSES for Meter Basin 102-97 that contains approximately 16,200 LF of sewer with diameters ranging from 8 inches to 15 inches and Meter Basin 102-13 that contains approximately 38,500 LF with diameters ranging from 8 inches to 24 inches. The City of Westbrook is starting the implementation of a sanitary sewer flow monitoring and assessment program to address the excessive storm water inflow and groundwater infiltration (I/I) levels experienced during and after significant rain events. The initial effort will include conducting wastewater collection system flow metering, rainfall monitoring and groundwater gauging at select sewer sheds developed through the long-term control plan with the Department of Environmental Protection and the City's co-permittee, Portland Water District. The City of Westbrook at this time is soliciting proposals from professional flow monitoring service providers to assist the City with collecting accurate full time flow, rainfall and groundwater data for Meter Basin 102-97 and Meter Basin 102-13 following recent city-wide flow metering done by Wright Pierce. This work will include flow metering that results in refining and targeting the focus area for infiltration and inflow removal for areas of high I/I in the prescribed meter basin area. This data will be used so that targeted abatement projects can be implemented in a future RFP. Fifteen-minute flow data shall be provided to the City monthly at a minimum. Real-time web-based wireless data collection and associated cost can be provided as an option to the City. Scope of Work The following section summarizes the scope of work for this RFP to complete flow monitoring to be used for a SSES for this meter basin area. Meter basin 102-97 contains approximately 16,200 linear feet of sewer with diameters ranging from 8 inches to 15 inches. Meter basin 102-13 contains approximately 40,000 linear feet of sewer with diameters ranging from 8 inches to 24 inches. A figure showing Meter Basin 102-97 and 102-13 is attached. Preliminary Review and Analysis: A preliminary review and analysis of the overall configuration and alignment of the system should be completed initially. This review will include interviews with City Staff to obtain preliminary assessments of the condition of the sewer system, O&M issues, and other pertinent information. Flow Monitoring: Flow monitoring will be performed at strategic locations within the system to measure flow from the study area. This flow monitoring should be performed during wet weather months to be discussed with selected professional flow monitoring service provider. The flow meters will measure water level and velocity. The selected provider will install flow meters and rain gauges for a period of up to 6 months. These monitors will be installed throughout the study area in locations identified by the provider and agreed upon by the City prior to installation.
